第 8 章 结论
本研究以界定林业合作社发展的概念为切入点,构建了黑龙江省林业合作社发展水平评价的综合的指标体系,运用层析分析法计算得到各指标相对权重数值,再结合黑龙江省 19个林业合作社的入社实地调研数据,计算得到各个合作社的发展水平数值,得到了目前黑龙江省林业合作社发展水平偏低的结论。针对这种状况,提出了增强黑龙江省林业合作社发展水平的具体对策建议。
本文的研究的立意视角独特,国内目前相关的研究工作才开始不久,通过对全文的总结,大致可以得到以下几点可能有意义的结论:
(1)界定了林业合作社发展的定义,林业合作社发展林业合作社严格按照《中华人民共和国农民专业合作社法》以及地方各级政府颁布的各项有利于林业合作社发展的优惠政策,对内开展较严格的规范组织形式、治理结构等,对外严格按照独立经营实体开展合法经营的过程,合作社发展的最终成果应该体现在对于国际合作社运动七项原则的很好贯彻。
(2)建立了林业合作社发展水平的综合评价模型,不仅为评价黑龙江省和全国其他省份林业合作社发展水平提供了可供实际应用的计量手段,也为促进林业合作社发展水平的稳步提高提供了强大助力。
(3)对黑龙江省林业合作社发展状况进行了综合评价,通过对 19 个合作社入社实地访谈、调研数据的逐一分析,计算得到了整体的黑龙江林业合作社发展水平评价数值,评价数值整体偏低,这说明目前黑龙江省林业合作社发展水平整体表现不够理想。这种状况的存在与合作社自身经济实力不强、合作社自身制度建设不完善、合作社整体发展水平层次较低都可能有着直接的关系,需要通过实施特定的扶持政策来实现促进整体发展水平提升的目标。
(4)当前增强黑龙江省林业合作社发展水平的具体对策,可以从以下几个方面入手:
将合作社纳入农业重点项目实施主体、建立标准合作社示范基地、在合作社提供社会化服务的过程中注重实效、提升合作社对潜在社员的吸引力、提高政府扶持的有效性、促进合作社自身发展构建以合作社为主导的产学研体系等。
目前提升合作社发展质量,增加县级以上示范性林业专业合作社是当务之急,使 70%以上的林业专业合作社能够按照产权清晰、权责明确、管理科学、信息高速的原则,实行财务透明、成员资料完备、社务公开,并依法进行盈余分配。
要充分合理发挥国家政策的激励和引导作用,增加资金的支持力度,完善金融支持政策,完善和落实合作社税收惠农政策。积极开展示范社评定工作,合理设置评定的标准,建立与市场经济发展相适应的动态评价体系,发挥示范社能动性的示范带动作用,引导规范合作社的发展。形成外部引进与内部培养相结合的人才培养机制,加强合作社人才队伍建设。在扶持资金的运用上要向运行规范的示范社增加资金支持量。向合作社分享更多的涉农项目,统一建立项目资金专项账户,同时将资金自主权交给合作社,同时建立农林扶持资金监管机构,把监督权留给政府。 在林产品生产加工流通给予直接性的投资支持。将对中小企业的信贷扶持手段合理运用到扶持林业合作生来,多方合力推进林业合作社建设。
