摘 要
随着城市现代化程度越来越高，突发公共事件开始呈现出新的特点和规律，对政府应急管理提出了新的挑战，也对应急管理的理论研究提出了新的要求。到目前为止，我国“一案三制”应急体系基本形成，《国家突发公共事件总体应急预案》、《中华人民共和国突发事件应对法》相继颁布施行。在这样的背景下，本文基于危机管理和公共危机治理理论，对政府应急管理体制进行了研究。这方面目前的相关研究实践性、应用性较强，理论研究相对薄弱。本文在大部制改革的总体布局下，从“善治”体制建设的角度，重点探索我国政府突发公共事件应急管理体制中存在的问题及应采用的体制，并针对目前实际进行了理论前瞻思考及对策研究。
本文首先对突发公共事件应急管理体制方面的相关研究进行了尽可能全面的梳理和评述，认为当前学术界的研究主要集中于两个方面：一是介绍国外应急管理体制的经验，二是结合中国应急管理体制建设实践进行经验总结。本文以危机管理和公共危机治理理论为基础，将危机管理中有关组织结构的理论分析，和公共危机治理中多元参与主体合作博弈的制度选择、公共危机网络治理结构等理论进行综合集成，形成本文的理论分析框架，作为对我国现实进行理论分析的工具，探讨构建与完善相应的公共治理体系。为进行跨文化的对比研究，本文通过对美国纽约市和日本东京都的应急管理体制现状的分析，提炼出对我国应急管理体制建设的可供借鉴之处，认为统一的综合性应急管理机构、城市应急管理的社会整体联动系统，以及首都圈的应急合作体系是我国当前应重点加强建设的重中之重。
同时，结合“2008 南方暴雪”的案例，分析国内应急管理体制存在的问题，指出主要存在：政府内部部门分割、条块分治，缺乏有效的应急管理问责制，以及突发公共事件应急治理体制尚未形成。针对这些深层次矛盾，本文提出的对策建议是搭建由政府、非政府组织和公众等多元化主体共同参与的突发公共事件应急管理网络治理体制，建立城市群应急管理联动体制，以及建立健全应急管理的责任和监督机制，建议建立中国特色的国际接轨的突发公共事件应急管理体制。

ABSTRACT
With rapid modern city civilization growth, new features and regulations ofabrupt and public affairs come forth now days, which brings the new challengesto the emergency management of government, and the new requests of thetheoretical research as well. So far, the Tri-System for Contingent Cases inChina has been shaped partially and Master State Plan for Rapid Response toPublic Emergencies and Emergency Response Law of the People's Republic ofChina have been issued. At present, research on emergency management ofgovernment focuses on its practice and application, but overlooks its academicresearch a bit. So in this case, based on theories of crisis management and publiccrisis-governance, the paper discusses the dilemma and measure in emergencymanagement of government of China under the layout of so-called “bigministries system” reform. Meanwhile, the paper tries to make some suggestionsfrom the angle of Good Governance System.
5Firstly, giving the complete commentary of the related research on theabrupt and public emergency system, the paper thinks some research focus ontwo aspects, 1） introduction to the cases in foreign countries, 2） summary theexperience at home. Based on the foundation of the theory of CrisisManagement and Public Affairs Governance, the paper integrates some theories,such as Multi-role Anticipation Game Theory Selection, Network GovernanceStructure in Public Crisis as its theoretical analysis framework. It also could beregarded as an analysis tool to current situation of our country, discusses how tobuild and improves the public governance system.
Secondly, in order to support the cross-culture comparison research, thispaper analyses the current emergency management of New York, USA andTokyo, Japan, refines out the useful benefits to our country, points out that theunified comprehensive emergency management institution, social responsesystem in the city emergency management, and the capital circle emergencycooperation system which is the major parts to be built in our country.
At last, with regard to the case of serious snow storm in northern area in2008, it analyzes the potential problems of the domestic emergency system andpoints out the following issues: isolation of internal government departments,block management, lack of effective responsibility taking of emergencymanagement, and no system of abrupt public affairs governance system, etc. Inorder to solve these deep contradictions, the paper suggests that a multi-roleanticipation network governance system that involves NGO, a city clusteremergency linkage management system and the corresponding responsibilitytaking and monitoring mechanism should be built.
