探讨武汉以房养老发展的可行模式

  摘要 随着我国的老龄化程度日益加深,我国的养老问题日益凸显,如何保障老年人的生活质量,确保老年人老有所养、老有所居已成为社会舆论讨论的重点。目前在中国养老市场上还未出现真正的以房养老产品,这种模式还处于萌芽状态,其推广对于完善我国养老保障体系有着重要的意义。而武汉经验对于中部广大腹地以及二三线城市如何破解房地产与养老问题这个“二元方程”,无疑更具有借鉴意义。因此本文就这些问题进行相关的研究,分析可行的模式,并对最终实现“以房养老”的市场化提出对策,希望为武汉居民实现“以房养老”提供一些借鉴和参考。

  本文围绕武汉市以房养老可行模式这一主线,从整体上概述武汉居民以房养老的情况,通过分析市场发展前景,对武汉市以房养老的路径选择进行深入分析,并对进一步完善武汉市以房养老方案进行设计。

  首先,本文对以房养老的概念进行了界定,同时概括以房养老的内涵及模式,第一种方式是“倒按揭”,第二种方式是“以房换养”,还有一种方式叫“以房自助养老”。接着通过调查研究,对国内外以房养老可借鉴的美国、加拿大、英国、日本、新加坡模式进行了深入浅出的分析,总结出了国外发展的规律,并结合中国模式进行了借鉴分析。通过对武汉养老市场的供需平衡进行行业发展潜力预测,提出当需求等于供给时,住房反向抵押贷款市场达到健康发展的均衡状态。指出在我国老龄化的背景下,“以房养老”在武汉存在着广泛的市场需求和广阔的发展前景,探讨出发展以房养老的路径选择,并从以房养老在武汉发展的机构设置、年龄限制、风险规避、方案选择、给付金计算原则、抵押年限确定原则、税费与资金利用等方面提出了自己的设想和思考,结合武汉的实际情况,探讨适合武汉以房养老发展的可行模式。从而进一步研究促进武汉市居民以房养老方案的对策。并从参与主体职能定位、参与资源整合集聚、参与途径制度化三个方面对其进行细致分析。

  Abstract

  With the aging degree of deepening,China's pension issues become increasinglyprominent,and explore a wide range of pension model become the focus of increasingconcern ? Housing Endowment mode as a new pension model,its promotion to improveour pension system has an important significance . Because the majority of Wuhan incentral hinterland for the experience,how to crack the second and third tier cities realestate issues and pension issues this ” duality equation" is undoubtedly more reference.

  Therefore, this paper on these issues related to research, analyze viable model,andultimately “ to the Housing Endowment “ in the market to propose a solution,“ to theHousing Endowment “ to provide some reference and reference .

  This paper focuses on the residents of Wuhan City Housing Endowment viablemodel to the main line,an overview on the whole situation Housing Endowment Wuhanresidents , and market equilibrium and prospect analysis,the development path of theHousing Endowment choice in-depth analysis,and further promote Wuhan residentsplan to propose a solution to the Housing Endowment.

  Firstly, the concept to the Housing Endowment were defined,and to the HousingEndowment summarized the characteristics and patterns,the first way is to “ reversemortgage “,the second way is to “ keep changing room “,there is a way to call "to theHousing endowment buffet ?“ Then analyzed the Wuhan City residents to the HousingEndowment viable model,at home and abroad can learn Housing Endowment UnitedStates,Canada,Britain,Japan, Singapore patterns were analyzed in simple terms,summed development of the laws of foreign countries,and then learn from the Chinesemodel were analyzed . Thus Wuhan pension market equilibrium analysis and forecast,analysis of housing reverse mortgage demand function D and the supply function S, andwhen D = S established housing reverse mortgage market reaches equilibrium . Pointedout that in the context of aging,"to the Housing Endowment11 in Wuhan,,in order toexplore the development path of the Housing Endowment choice,institutional settings tothe Housing Endowment development in Wuhan,the age limit risk aversion,programselection, the principle of calculating payment,mortgage life determine the principles,taxes and capital utilization are put forward their own ideas and thinking, combined withhe actual situation in Wuhan,Wuhan suited to the Housing Endowment explore viabledevelopment model ? Measures to promote further research programs Wuhan HousingEndowment residents ? And institutionalization of the main fimctions of the three aspectsinvolved in positioning, timing stability participation involved a detailed analysis of itsway.
