摘 要。
农村基层组织党风廉政建设是中国共产党党风廉政建设的有机组成部分，也是中国共产党党风廉政建设的重要基础，同时也是顺利推进社会主义新农村建设的重要政治因素，虽然近年来我国城镇化进程加快，但是目前依然有超过半数人口生活在农村，在这种现实国情下，农村基层组织党风廉政建设的好与坏，影响着农村地区乃至全国改革、发展、稳定的大局，关系着人心向背和党的生死存亡。当前，我国在农村基层组织党风廉政建设做了不少努力和探索，取得了很大成就，但是还存在一些有待改进和加强的薄弱环节、问题。在新形势下，深刻剖析农村基层组织廉政建设存在的普遍性共性问题及其产生原因，提出建设性意见，促使农村基层组织、农村基层干部真正做到“权为民所用、情为民所系、利为民所谋”,助推农村社会经济各项事业健康有序发展，是当前农村基层组织党风廉政建设面临的一个重要课题。
本文在论述为何撰写“农村基层组织廉政建设现状及问题”论文的背景及研究目的、意义的基础上，通过走访摸底调查南昌市湾里区有些基层组织，对湾里区农村基层组织廉政建设的状况进行了深入细致的阐述，同时结合一些书籍、一些资料的收集查阅，总结概括出了我国当前农村基层廉政建设存在的七大普遍性共性的问题。
本文认为，导致我国当前农村基层组织廉政建设存在问题的主要原因包括：
一是有些农村基层组织对党风廉政建设的认识不到位；二是党风廉政责任制考核和追责不到位；三是对廉政教育的重视程度不够；四是制度性漏洞依然存在，制度制约作用没有完全发挥出来；五是有些农村基层党员干部素质低下、作风粗暴；六是对村干部的监督不到位。在深刻分析存在的问题及其产生原因的基础上，本文借鉴了湾里区和其他地区先进做法，从四个方面提出切实可行的对策建议：一是认真开展廉政文化进农村活动，狠抓农村基层党员干部反腐倡廉教育，重点对村干部进行廉政教育，不断增强农村基层干部的廉洁自律意识；二是扎实推进村级民主政治建设，加强对村干部的监督制约，坚持“四民主两公开”制度，切实落实和保障农民群众的各项民主权利；三是强力遏制农村基层腐败现象和不正之风的滋生蔓延，对农村基层的案件查办工作、纠风工作高度重视，抓住重点对象、重点领域、重点问题，严惩村干部腐败，进一步净化农村基层党风政风；四是加强农村基层纪检监察干部队伍建设，夯实农村反腐倡廉的组织基础，为加强农村基层查办案件工作提供有力的组织保障。

ABSTRACT.
A clean government building of rural grassroots organization is the importantfoundation and part of the clean government building of Chinese Communist Part, itis also the guarantee to build a new socialist countryside smoothly. Although theprocess of urbanization is speeding up in our country in recent years, there are stillmore than half of the population living in countryside. In this reality, the cleangovernment building of rural grassroots organization influence the rural area and eventhe national reform, development, stability, and it is concerning the masses feelingsand the Party of vital importance. Nowadays, our country makes a lot of efforts andexploration on the clean government's construction of ruralprimary-level organization in the party style. Although a great success has beenobtained, some bottleneck problems still needed to be improved and strengthened.
In order to urge the rural primary-level organization and the ruralprimary-level cadres to really put themselves in these positions that the governmentmust function by the mandate of the people, empathize with the feelings of the people,and work for the well-being of the people, we should strive to identify the universalcommon problems of the clean government's construction of ruralprimary-level organization in the new situation. Besides, It also can boost theundertakings of various rural society and economy in a healthy and ordered way.
There is no doubt that this is a serious problem for the clean government'sconstruction of rural primary-level organization in the party style to face at present.
Based on the discussion about the background and the investigativepurpose and meaning of that the reason why the thesis, the current situation andproblems of the clean government's construction of rural primary-level organization,is written. According to the field research for part of rural primary-level organizationin Nanchang Wanli District, the current situation of clean government'sconstruction of rural primary-level organization in Wanli District is elaborated.
Meanwhile, through reading the related books and materials, seven commonproblems about the clean government's construction of ruralprimary-level organization in our country at present are generalized.
This article suggests that six reasons result in the problems about the cleangovernment's construction of rural primary-level organization in our countryat present. Firstly, some rural primary-level organizations haven't proper awarenesson the clean government's construction in the party style. Secondly, it's lack ofresponsible system and accountability for the clean government in the party style.
Thirdly, we have not noticed the importance of education about the cleangovernment. Fourthly, institutional loopholes still exist, and institutional conditioninghas not fully played its roles. Fifthly, some rural primary-level party members havelow quality and brutal behavior. Sixthly, the supervision of village cadres is not inplace. Based on the acute analysis of the problems and causes of the cleangovernment's construction of rural primary-level organization in our countryat present. Practical proposals from four aspects emerged from Wanli Districtandother regions. Firstly, carefully carry out the clean and honest culture activities inrural areas, and pay special attention to the education of anti-corruption for ruralprimary-level party members, particularly for the village cadres, in orderto continually enhance rural primary-level cadres' honesty and discipline. Secondly,promote the village's democratic political construction in a down-to-earth manner,reinforce supervising and restricting for village cadres, insist the “four democraciesand two publicities” system, truly implement and guarantee the variousdemocratic rights of rural residents. Thirdly, turn a more powerful fire hose on thebreeding of rural primary level's corruption and unhealthy tendencies, pay highattention to the investigation and rectifying for rural primary level,attach importance to key figures, key field, key issues, burn village cadres at the stakefor their corruption, further purify rural primary-level party style and governmentstyle. Fourthly, intensively construct the regulatory of rural primary-level cadres,consolidating the organizational foundation of rural anti-corruption, provide a strongprotection to strengthen rural primary-level investigation.
