摘 要
随着近年来我国社会的发展进步，新闻媒体也发挥出越来越大的能量，深刻地影响着人们的生活。特别是新闻媒体对政府工作的监督，对于约束政府公权力、推动政府服务、提高政府决策、密切政府与人民的关系等都起到了积极的推动作用，已作为一种无形的力量渗透到人们生活的各个领域。然而，由于各种原因，在与群众利益息息相关的基层政府，新闻媒体监督作用发挥得并不充分，致使许多问题得不到积极的解决，阻碍了基层政府各项工作的开展。本文将通过对新闻媒体、基层政府及新闻媒体监督等概念的理论研究，发现它们的特点和规律，分析新闻媒体对基层政府进行监督时出现的问题与原因，同时结合实际案例，寻找解决问题的方法，从多个角度为新闻媒体更好地监督基层政府工作提出建议和意见，推动新闻媒体监督权的充分发挥和基层政府社会管理工作的更好开展。
本文分为七大部分。在第一章，对该课题的背景、意义、国内外研究情况做简单地介绍，同时说明研究目的与方法等，便于理解全文的主要思想；第二章对新闻媒体、基层政府、新闻媒体监督做了界定，厘清了理论概念，并阐释了三者的基本特点，同时对本课题的理论基础做了阐述；第三章说明了新闻媒体对基层政府进行监督是必要的，解释了新闻媒体监督之于基层政府的重要意义；第四章说明了新闻媒体对基层政府进行监督是必然出现的趋势，做出了可能性分析；第五章分析了目前在我国新闻媒体对基层政府进行监督时出现的问题，并分析了原因，便于有的放矢地提出解决建议；第六章结合新闻媒体曝光基层政府违规征地事件的事例，说明了基层政府应当如何对待新闻媒体监督；第七章从体制、机制、法制、氛围等各个角度，提出了对更好地发挥新闻媒体对基层政府监督作用的建议。本文主题明确、层次清楚、论证严密，从选题、立论到具体的研究方法都有创新之处，对做好新闻媒体监督工作、推动基层政府各项工作的开展具有重要现实意义。

ABSTRACT
As China's social development and progress in recent years, the news media also play a more and moreenergy, profoundly affects people's life. Especially the news media supervision of government work, for therestraint of government public power, promote government services, improve the government decision-making,close the relationship between the government and the people has played a positive role, has been as a kind ofinvisible power permeated various fields of people's life. However, due to various reasons, the grassrootsgovernment, which is closely linked with the public interests of the news media watchdog role play is notsufficient, causing many problems can't get a positive solution, hindered the basic-level government each work.
This article through to the news media, the grassroots government and news media supervision, the study ofthe theory of the concept, found their characteristics and laws, the analysis of the news media of grass-rootsgovernment supervision and the problems and reasons, and combining with actual cases, find out the ways tosolve problems, from multiple perspectives for the news media supervision and grass-roots government putforward better suggestions and comments, and promote the news media supervision into full play and thebetter work of grass-roots government social management.
This article is divided into seven parts. In the first chapter, on the subject of the background, significance,research situation at home and abroad to introduce simply, research purpose and methods at the same time,easy to understand the main ideas of the full text. The second chapter, grass-roots government and news mediasupervision of news media did define, clarify the concept theory, and illustrates the basic characteristics of thethree. Third chapter illustrates the news media of grass-roots government supervision is necessary, explains thesignificance of the news media supervision to the grassroots government.The fourth chapter illustrates thenews media supervision of grass-roots government is inevitable trend, the probability analysis.The fifthchapter analysis of the current news media in China for the government to supervise the problems at thegrassroots level and analyzes the reasons, targeted to solve Suggestions are put forward. The sixth chaptercombines the news media exposure at the grass-roots level government cases of illegal land acquisition events,illustrates the basic unit government should be how to deal with the news media supervision. Chapter 7 fromthe system, mechanism and legal system, atmosphere, such as any Angle, put forward to better give play to therole of the news media supervision over the basic-level government recommendations.
