发电企业物资采购不仅是控制成本的关键环节，也是依法治企的重要课题。实际工作中，发电企业的生产、经营、管理无时无刻不在和物资的采购与管理打交道。然而，受客观环境的限制，市场环境不规范、管理机制不健全、行业监管不到位等问题仍然不同程度的存在，这些因素相互交织，不仅对企业的经济效益产生了负面影响，也威胁了企业的长治久安。与此同时，物资采购种类多、项目杂、用量大、需求时间不固定的行业特点又在无形中加大了监管的难度。在国家、行业监管要求日益提高的大背景下，通过提升监督管理水平，加强物资采购的监督管理已势在必行。
本研究以盘山发电公司 30 万元以下物资的采购监管为对象，研究应用 PDCA循环理论实现监督管理水平的提升，从而助力企业科学、健康、可持续发展。本文首先分析了国内外物资采购监管的现状和盘山发电公司物资采购工作和监管工作现状。在此基础上，将 PDCA 循环与物资采购监管相结合，对 30 万元以下物资采购监管工作进行研究。在策划阶段，对物资采购监管工作从整体上建章立制，构建监管评价系统，出台廉政教育制度和公开承诺制度。在执行阶段，对物资采购的 4 个环节进行分层监管，明确监管措施。在检查阶段，检查监管的落实情况和物资采购管理的效果，总结成绩，分析不足。在处理阶段，针对监管工作中存在的不足，提出对策，实现 PDCA 循环的闭环管理。

In the country, the level is increasing day by day under thebackground of regulatory, supervision and management level through ascension, thesituation, it is imperative to strengthen the supervision and management of thematerial purchasing.

This paper first analyzesthe present situation of the procurement regulation at home and abroad and scenicmountain power company material purchasing work and the status quo of thesupervision work. On this basis, combining PDCA circulation and the procurementregulation, to 300000 yuan the following materials procurement supervision work forresearch. In the planning phase of the procurement supervision on building rules,regulation on integrity education system and the system of public commitment.In theimplementation stage, for the procurement of four links for hierarchical supervision,clear regulation. During the inspection stage, check on regulation and the effect ofmaterial purchasing management, summarizes the results and analysis. In theprocessing stage, aiming at the shortcomings of the existing in the supervision work,put forward countermeasures, realization of closed-loop management of PDCA cycle.
