摘要
近年来我国农民的生产生活方式发生了翻天覆地的变化。纵观农民生产生活变化的影响因素，手机媒体扮演了不可或缺的重要角色。而目前国内外关于手机对农村人力资源开发作用研究的文献较为鲜见。文章通过实践调查，对陕西省部分市县的个案分析，探讨了手机媒体如何通过媒体的特性，在信息传播中对农村人力资源开发起到重要的推动作用。文章不仅为研究手机与农村人力资源开发的关联性提供了一个可参考的分析框架，同时也为政府和手机媒体运营商正确引导农民的手机使用行为提供了借鉴，具有重要的理论和现实意义。
本文以农村青年人力资源为主要研究对象，结合农民的手机使用行为，分析了手机对农村人力资源开发所起到的作用，并深刻分析了手机对农村人力资源开发的影响因素，最后提出了对策建议。
全文的基本内容由五个部分组成：第一部分是导论，主要阐述研究的目的和意义、国内外研究动态、研究思路、方法和论文结构；第二部分，手机对农村人力资源开发的一些相关理论，主要通过一些相关概念和基本理论的分析和探讨，为后面的研究奠定基础；第三部分是手机对陕西省农村青年人力资源开发作用表现，从农民信息水平提升、农业生产、务工等三个层面进行了分析和阐述；第四部分是手机在农村人力资源开发中的影响因素分析，从农民和手机信息服务模式两个方面进行分析，剖析其中存在的问题并加以分析；第五部分是手机对农村人力资源开发的对策，从政府、手机媒体运营商、农民等三个角度提出对策和建议。

ABSTRACT
Earth-shaking changes have taken place in our country farmer's production and life stylein recent years. Throughout factors influencing farmers' life and production, mobile phonemedia plays an important and indispensable role. At present, domestic and foreign literatureon the role mobile phone media plays on rural human resource are rare. Through practicalinvestigation, case analysis of some cities and counties of Shaanxi Province, this paperdiscusses how mobile phone media plays an important and promoting role in rural humanresource development by its own media characteristics. This paper not only provides areference framework for the association of the mobile phone and the exploitation of ruralhuman resources, but also provides a reference for the government and the mobile phonemedia operators to guide the farmers' mobile phone using behavior, which has importanttheoretical and practical significance.
This paper sets rural young human resource asthe farmer's mobile phone using behavior, deeplyphone media plays on rural human resource. At last,the study object ,which combined withanalyzes the influencing factors mobileit gives some advice.
The dissertation consists of five parts. The first part is the introduction which mainlyexpounds the research purpose and significance, domestic and foreign research, methods andstructure of paper. The second part, some related theories mobile phone plays on humanresource lays foundation for the following research through some relevant concepts and basictheories of the analysis and the discussion. The third part, the role mobile phone plays on ruralyoung human resource in Shaanxi province. It analyzes and elaborates from three aspects,farmers' information enhancing, agricultural production and work. The fourth part, analysis offactors influencing the role mobile phone plays on rural human resource. It analyzes from twoaspects, farmers and mobile information service pattern. It analyzes the problems. The fifthpart, some countermeasures the mobile phone plays on rural human resource. It puts forwardcountermeasures and suggestions from three angles, government, mobile phone mediaoperators and farmers.
