摘 要
在中国社会行进到 21 世纪,进入新的发展时代后,社会各项工程建设项目,如雨后春笋般出现。其中,有很多关系到国计民生的重大项目。建设好这些重大项目,对于政府,企业,百姓,及新时期社会主义社会建设方面,都具有重大的意义。重大工程项目不是政府哪位领导可以主观噫定的,而是经过大量周密严谨的调研,以社会健康发展的客观规律为依据。调动社会力量保证重点建设,是国民经济中的大事,是国家和地区经济建设的重大战略性决策。在重大项目建设过程中,团队工作方式已经成为企业和其他组织生存和发展的必要手段。高效的,有战斗力的团队在企业经营活动中显示了强大的生命力。
团队自身要高效率的运转,在很大程度上取决于团队内部成员的构成和沟通的有效性等因素。项目经理自身的素质,水平,协调能力,个人品德,廉洁程度等,对于项目的成败具有至关重要的作用。选择一个综合素质高,管理能力强的项目经理,是重大工程项目能否取得成功的基础性工作。重点工程项目中参加单位非常多,形成了复杂的项目组织解构,各单位有不同利益诉求。如何使各方协调一致、齐心协力地完成项目任务,需要做好项目管理中沟通与协调。从项目的复杂程度来看,重大项目的工程项目,由于需要协调的工作量非常大,涉及的面很广。如果不给项目经理较大的权限,则无法有效开展一系列的工作。每年年初分别确定企业完成产值、施工进度计划,安全生产管理细则、质量检查办法、监督制约机制,管理人员奖惩制度等年度具体目标。只有设定好有效目标,并付诸以相当的努力和实际行动,在实践中不断矫正、调整工作方法,制定相应的绩效和人力资源管理措施,才能打造出一支极具战斗力,高效团结的工作团队。我国重大工程项目建设过程中,各个层级和环节均存在腐败、违规操作等行为。造成这些不良现象屡禁不止的根本原因,是管理团队内部廉政防控机制不健全,或有法不依,执法不严。很多管理制度形同虚设,起不到应有的作用。遏制贪污腐败,关系到重点工程项目能否顺利完成,关乎工程质量的高低,关乎公司的声誉乃至存亡。因此,在重大工程项目管理中,必须加大对害群之马的惩罚力度,使腐败者感到不敢腐,不能腐,不想腐。在管理团队的运行过程中,还要建立健全内部廉洁防控机制,预防和惩治各种腐败现象,使重大工程项目管理团队健康有序发展。拥有了这样的工作团队,才能让团队成员的心往一处想,劲往一处使,把重大工程项目建设好。从而取得经济效益和社会效益双赢。
