摘 要
学习是进步的阶梯。“书籍和阅读可以说是人类文明传承的主要载体”,要“倡导全民阅读,普及科学知识,提高国民素质和社会文明程度”.自 2014 年开始,国务院总理李克强在近三年的全国人大会议上,都反复强调实现“全民阅读”的重要意义及目标要求。全民阅读连续三次被写入《政府工作报告》,表明全民阅读已经提升到了国家战略层面,已经成为政府的重要执政责任。
全民阅读不只是简单地让人多读几本书,其真正的价值是化人、育人、立人、强人,增强整个中华民族的文化力。倡导全民阅读,建设书香社会,如何定位政府角色和作用?政府在全民阅读中为什么要履责?责任在哪?怎么履责?履责效果怎么监督和评价?基于协同理论、新公共服务理论、人的全面发展理论,从国际借鉴和现实诉求多视角考察研究,可以比较恰当地解释全民阅读中的政府责任的必然性和合理性。
全民阅读是一个系统工程,参与主体有政府职能部门、社会组织、家庭和个人。应该明确:政府是全民阅读的责任主体。它的主体责任表现在:推进战略性谋划与立法保障;实施积极的财政政策和经费投入;改革教育理念;重视发挥社会资源效能和优化出版生态等等。
推动我国全民阅读的有序开展,可以学习和借鉴国外先进的理念与经验:注重培养少年儿童的阅读习惯,营造全民阅读的社会氛围,政府主导的多元化推广力量,政府长期稳定的财政支持,全民阅读立法保障等。
在推进全民阅读战略中,有效履行政府责任,需要科学构建全民阅读中政府责任的运行机制;重塑政府的责任主体形象,强化政府在推进全民阅读中的主体责任;充分发挥政府职能部门的协同效应,加强与社会力量的有效互动。并通过制定法律和规章,保障全民阅读的严肃性和持续性,体现国家意志。以完善的激励机制、服务机制、考核机制、监督机制,保障全民阅读的广泛性和实效性。

Abstract
Learning is the ladder of human progress. Books and reading havebeen essential in carrying forward human civilizations. We need toencourage all the people to read more so as to enhance people's overallqualities and social civilization. Since the year of 2014, Prime ministerLi Keqiang has mentioned in the National People's Congress for threeconsecutive years the significance and goals of “nationwide reading”,which has been included in the Report on the Work of the Governmentfor three years in a row. This well demonstrates that nationwide readinghas been elevated to state strategic level and one of the governmentresponsibilities.
Nationwide reading is not just about people's quantities ofreading but of people's cultivation, education and self-improvement soas to strengthen the overall cultural power of Chinese people. Therefore,in order to encourage people to read more and make reading a lifestyleof the society, how can we determine government's role to fulfill? whyshould the government take the responsibility? how can our governmentshoulder the responsibility? how can we supervise and evaluate theresult? Based on the Synergy Theory, the New Public Service Theory,the man's all-round development theory, we can make appropriateinterpretation of the inevitability and reasonableness of government'sresponsibility in nationwide reading from the perspective ofinternational experience and realistic demands.
Nationwide reading is a systematic project. Government divisions,social organizations, families as well as individuals are the participants.We should be fully aware that government should be the subject ofliability in nationwide reading campaign, which is manifested bygovernment's role in strategic planning and legislation, proactive fiscalpolicies and funds, reform on educational philosophy, social resourceefficiency and publishing ecosystem.
In order to promote the nationwide reading, we can learn frominternational experience and advanced ideas, develop good readinghabits among the youngsters and create a favorable social atmosphere,Meanwhile, we should pay attention to a government-dominant anddiversified promotion of reading, government's long-tern and stablefinancial support and legislation regarding nationwide reading.
In the process of promoting nationwide reading, we shouldconstruct a scientific operating mechanism of government'sresponsibility in an effort to fulfill government's responsibility, rebuildand strengthen government's image of subject of liability, make full useof the collaborations among government divisions and effectiveinteractions with all social forces as well as legislation and regulation inorder to render nationwide reading a serious and long-lasting one whichembodies the national spirits. All in all, we should make nationwidereading well-extended and effective through better incentive mechanism,service mechanism, assessment mechanism and supervisionmechanism.
