摘要
伴随着经济的发展，电力需求保持高速增长，但是我国的电力行业普遍存在着较多的问题，例如整体结构失衡等等，对我国国民经济的持续健康发展产生了较大的影响，并制约着经济快速的发展。如何充分的利用新能源，使我国的能源结构向节能、降耗、减少污染等方面靠拢，是电力工业急需解决的问题。目前我国的能源形势依旧十分严峻，因此我国全面开展了可再生能源的建设，以期促进我国的能源结构得到根本的改善，在诸多新能源中风能有着较大的优势，该技术经过多年的发展以其技术成熟、开发条件优越、商业化发展前景较好等优势，成为各国各地争相发展的领域，都在不遗余力的促进新能源的发展。
辽宁省是风力资源大省，其风力资源开发有着得天独厚的优势，该省风力资源较丰富、分布广泛、年平均风速大、年平均有效风速时间长，极其适合风力资源的开发。在此基础上结合我国风电开发的基本形式，笔者对辽宁省的风力能源行业进行了细致的分析，对如何促进辽宁省风力发电行业的又好又快发展进行了思考，通过相关的战略分析，促进辽宁省风力发电产业的发展。
本论文遵循战略分析、制定、实施的一般过程，合理的运用一系列战略管理工具，对辽宁省的风力发展现状进行分析。在论文写作的开始首先对辽宁省的风力发电行业的现状进行了总结与梳理，找出其现有的建设规模和发展中存在的问题，以便研究工作的开展。在接下来的工作中，通过前期实地考察获得的资料，对辽宁省风力发电行业的发展进行 SWOT 分析，通过具体的分析指出了辽宁省风力发电行业发展所具有的优势、劣势，所面临的机遇和威胁。在该分析的基础上对今后辽宁省风力发电的问题进行了细致的探讨，提出了辽宁省的风电场的建设和风力发电设备制造业的发展目标，并依照已经发现的问题对其产生今后的发展提出了政策性的建议。

Abstract
Along with economic development, to maintain rapid growth in electricitydemand, but China's power industry are more widespread problems, such as the overallstructural imbalance, etc., for the sustained and healthy development of national economyhad a greater impact and restricts rapid economic development. How to make full use ofnew energy China's energy structure to energy conservation, energy, reduce pollution andother aspects of the electricity industry to move closer to an urgent problem. At present,China's energy situation remains very serious, so our fully carry out the construction ofrenewable energy in order to promote China's energy structure has been fundamentallyimproved, in many new wind energy has a large advantage in the technology after years ofdevelopment in order to its technology is mature, excellent conditions for the development,commercialization, better prospects for development and other advantages, as the field ofdevelopment around the countries competing, are sparing no effort to promote thedevelopment of new energy sources.
Liaoning Province is the wind resources in the province, its wind resourcedevelopment has a unique advantage, the province's rich wind resources are widelydistributed, the annual average wind speed, wind speed average annual effective long time,very suitable for the development of wind resources. Combined with the basic form ofwind power development on this basis, the author of the wind energy industry in LiaoningProvince conducted a detailed analysis of how to promote sound and rapid development ofwind power industry in Liaoning Province were thinking, through the relevant strategicanalysis, promote the development of wind power industry in Liaoning Province.
This thesis is based on the basic theory of strategic management, model, main schools,and This thesis follows the general process of strategic analysis, formulation,implementation and reasonable use of a series of strategic management tool, the status ofwind power development in Liaoning Province were analyzed. At the beginning of thesiswriting in Liaoning Province's first wind power industry are summarized and combed tofind out the size of its existing construction and development problems in order to carryout research work. In the next work, the information obtained by the preliminary fieldwork,the development of wind power industry in Liaoning Province, SWOT analysis, throughdetailed analysis pointed out the development of wind power industry in Liaoning Provincehas the strengths, weaknesses, opportunities faced and threats. On the basis of the analysison the issue of the future of wind power in Liaoning Province were discussed and detailedproposed wind farm in Liaoning Province, the construction and wind power equipmentmanufacturing industry development goals, and the problem has been found in accordancewith its next generation development of proposed policy recommendations.
