摘 要
随着市场投资环境和国家政策的改变，大量的外国企业及国内民营企业加入军工领域，国有军工企业面临着越来越大市场竞争压力，很多企业急需完善自身项目管理模式，提高竞争力。A 公司是一家军工领域的国有企业，项目管理中融合了军工项目管理特色和国有企业管理风格，本文基于现代项目管理理论，对 A 公司的项目管理模式进行了分析研究，总结了 A 公司项目管理中的优势和劣势，提出了优化设计方案和配套措施。
项目管理一般模式由启动、计划、执行、控制、结束五个阶段组成，这五个阶段涉及到项目管理的九个方面，A 公司的项目组织结构、项目进度计划管理、采购管理等方面都具有自身特点。A 公司建立了职能型与矩阵型组织相结合的项目组织结构。以四个研究室为核心，分别负责地面系统装备、舰船通讯设备、综合测试系统和新型装备等方向的产品领域，市场计划室牵头，总师与行政指挥共同完成项目管理。A 公司生产的军工产品具有品种多、批量小、原材料采购周期长、设计和生产环节复杂等特点，产品研制周期长，过程复杂，更新换代快，几乎每个批次的生产均需投入大量的设计和试验验证活动。因此，A 公司建立了与企业特点相适应的项目进度计划管理和采购计划管理体系。A 公司的项目组织结构、项目计划管理、采购计划管理都建立了与军工产品配套的流程和体系，在军工项目管理上有着很大的优势，同时，项目管理中也存在一些问题，如效率低下、跨部门沟通不畅、生产环节衔接不畅、采购拖期等问题，针对这些问题，文中提出了优化设计方案，为了保证优化设计有效实施，提出了相应的保障措施，从项目管理制度和激励体系角度给予保障。
本次对 A 公司的项目管理模式进行了分析，对国有军工企业的项目管理特点进行了研究，总结了 A 公司项目管理中的优势，并尝试找出 A 公司项目管理中的问题。希望通过本次研究，能够为 A 公司项目管理者提供制定管理策略的依据，解决 A 公司项目管理中的实际问题，提升 A 公司的项目管理水平，提高A 公司的核心竞争力。

Abstract
With market investment environment and national policy changes, a largenumber of foreign enterprises and domestic private enterprises to join the military,state owned military enterprises are facing increasing pressure of market competition.
A company is a military area of state-owned enterprises, project management offusion of the military project management features and the state-owned enterprisemanagement style. Based on the theory of modern project management, Acompany's project management mode is analyzed, the advantage and disadvantageput forward the optimized design scheme and supporting measures.
A company established a project organization structure function type andmatrix type organization combining. In the four study room as the core, areresponsible for the ground system of ship equipment, communication equipment,integrated test system and the new direction of the field equipment products,marketing plan room, chief engineer and administrative command to completeproject management. A company producing military products with many varieties,small batch, raw material procurement cycle length, design and production processesof complex features, and so on. Almost every batch production is required in thedesign and experimental verification of numerous activities. A company establisheda business to adapt to the characteristics of the project schedule management andprocurement program management system. A company's project organization,project planning management, procurement and project management haveestablished military products supporting processes and systems, but also someproblems in project management. the paper presents the design optimization, in orderto ensure the effective implementation of optimal design, put forward thecorresponding security measures, and offer protection from the project managementsystem and incentive systems perspective.
Hope that through this research can provide the basis for the A's projectmanagers to develop management strategies to address the project managementcompany A practical problems, enhancing A company's project management,improve A company's core competitiveness.
