摘要
在建设社会主义文化强国的整体战略布局中，公共文化服务体系建设是实现经济、政治、社会和文化四位一体协调发展的重大基础性民生工程，也是实现科学发展和包容性发展的重要途径，在社会发展和社会治理中具有非同一般的重要作用。同时为了实现满足人民群众基本文化权益的根本目的，重要途径就是建立涵盖全社会的公共文化服务体系。对于提升中华民族的道德水平和文化素养，促进人的全面发展，建设具有富强、民主、文明、和谐特性的的现代化国家，具有不可替代的重大意义。
本文以安徽省阜阳市作为研究对象，阐述了公共产品、公共文化产品、公共服务、公共文化服务以及公共文化服务体系等相关概念和理论，在对公共文化服务体系进行着理论溯源、理论讨论与理论方法研究的基础上，通过对阜阳市公共文化服务体系建设现状分析、所存在的问题进行较为深入的分析，提出阜阳市公共文化服务体系建设的对策和发展方向，这自然会对公共文化服务体系的建设具有一定的现实意义和理论价值。

Abstract
In the overall strategic layout of the construction of socialist culture power, theconstruction of public cultural service system is a major basic livelihood project torealize the coordinated development in economy, politics, society and culture. It isalso an important way to achieve scientific and inclusive development with anunusually important role in social development and governance. In order to achievethe fundamental purpose of satisfying the people's basic cultural rights and interests, itis important to build a public cultural service system covering the whole society,which has irreplaceable significance not only in promoting Chinese moral level,cultural literacy and the overall human development, but also in constructing aprosperous, democratic,civilized and harmonious modern nation.
This paper takes Fuyang city of Anhui Province as the research object andexplains the relevant concepts and theories of public goods, public cultural products,public services, public cultural services and public cultural service system. On thebasis of the literature review of the theories and research methods applied in the studyof public cultural service system, it carries out a thorough analysis of the presentconstruction of public culture service system in Fuyang and its existing problems,puts forward countenneasures and points out the direction of its development. Thispaper has some theoretical value and realistic significance for the construction ofpublic cultural service system.
