摘要
支持型社会组织作为一种新生的社会事物，致力于提供草根组织和初创期社会组织所需的公益创投、组织孵化和能力提升等服务，进而助力社会组织承接政府职能，推动政府职能转变。支持型社会组织的出现为政府和社会组织搭建良性的互动平台提供了新的契机，有望撬动各方资源，提高公共服务的效率。故基于支持型社会组织的运作模式，分析探讨政府与社会组织的互动机制，对于健全国家社会管理体制，推进国家治理体系和治理能力的现代化具有重要意义。
本文以合作治理理论等最新研究成果为基础，以杭州明德公益事业发展中心（以下简称明德）这一支持型社会组织为个案研究对象，通过对明德的具体考察和对政府与支持型社会组织互动关系的分析，以期为政府与社会组织的互动机制研究增添新的现实素材并对接合作治理理论的讨论。
首先，本文从支持型社会组织出现的背景和类别开始，为支持型社会组织提供了一个基本的概念框架，并着重考察了支持型社会组织的理念塑造、沟通、能力提升和引导推动等几大功能。在此基础上，通过对明德进行实地的田野研究，对明德的公益创投、公益孵化和社区托管这三大业务活动进行了考察分析。
然后，从对明德与地方政府合作治理背景的考察，逐步深入到对政府与明德的组织目标分析和效用标准确立，并通过对政府与明德的互动进行的效用分析，发现了合作治理实践中政府、明德以及其他外部性上产生的合作增效功能。
最后，本文借鉴政府与社会组织互动的四种合作治理关系模型，从合作治理目标、组织资源依赖和制度环境等三大方面具体考察了政府与明德的互动条件，探讨了明德作为一种支持型社会组织与地方政府合作治理的互动机制。

Abstract
Supporting organization, as a new thing, builds a positive interaction platformfor governments and social organizations. It reduces the burden of governmentfunctions, and help the public service supply. Therefore, based on the operation modeof social organizations, analyzing the positive interaction between the governmentand social organizations is important to improve national social management system,and to promote the modern state governance systems and governance capacity.
Based the theory of Governance,Resource Dependence theory and the latestcase study of Hangzhou Mingde Development Center,the paper analyzes theinteraction mechanism of government and supporting organization and looks forwardto adding new material realities and theoretical perspectives for positive interactionbetween the government and social organizations.
Firstly,the paper introduces the emergence of supporting organizations anddifferent types of them. Secondly, through the description of the meaningful boost ofgovernment,the paper studies the major effect functions of supporting organizations.
Then, the paper establishes standards to measure the cooperation ofgovernment and social organizations ,providing further evidence to a deepercollaborating of them.
Finally, based on the four cooperative governance model about the interactionbetween the Government and social organizations, this paper discusses themechanism from three aspects of cooperative governance objectives, organizationalresource dependence and institutional environment.
