摘 要
“严格控制大城市规划，合理发展中等城市和小城镇”是我国城市建设基本方针。小城镇是组成城市体系的重要一部分。小城镇的政治、经济、科学、文化中心在该管辖内有着重要影响。虽然近些年小城镇经济有所发展，但是同发达城市相比，仍旧存在一定差距。导致打乱生态平衡，使环境优势遭到破坏是当前建设小城镇手段。因此需要加强小城镇建设。尤其在小城镇绿地系统方面。小城镇根据其自身环境优势，选择恰当的城市规划，将到达这一目标。
本文通过对小城镇发展背景详细陈述，分析小城镇绿地系统规划特点，同时提出目前小城镇绿地规划过程中存在城市绿地系统规划脱离城市规划、忽略规划大环境区域、绿地布局结构单一、绿地指标缺乏灵动性等问题，经过对小城镇特点分析和小城镇绿地建设的不足，以华北地区典型的转型小城镇--JS 县举例说明，我们经过调查研究，对绿地系统规划结合生态安全理论进行探索研究，形成以生态安全理论为基础的城镇绿地系统规划，向绿地系统规划研究领域发展。通过美化绿地，保护历史文化，建立城镇核心保护区，建设绿地廊道，改造生态廊道，保持城镇整体生态和谐，将 JS 县打造成绿色、生态、环保、优美的宜居城镇。未来的小城镇绿地系统规划会朝着生态环保、当地特色、文化融合、城乡一体化等方向发展。

ABSTRACT
“Strictly control metropolitan planning and rationally develop medium-sized cities and small towns” is the basic principle in urban construction. The small town is an important part of the urban system. Politics, economy, science, culture within the jurisdiction of the small town play a important role . Although the small town economy has a development in recent years, but comparing with developed cities, small towns still exist a certain gap. Leading to disturbthe ecological balance,and breaking the environmental advantage are the construction policyof small towns. Therefor the government need to strengthen the construction of small towns,especially the green space system. According to the environmental advantages,small towns choose proper urban planning to reach the urban construction .
Through the detail of small towns' development background, the article analyzed the characteristics of the green space system planning, and put the problems such as the green spaceplanning of environment breaking away from city planning, ignoring the planning area, singlegreen space layout structure , the lack of green space flexibility. Through the analyze of characteristic and the construction of small town green space , and as the transformation of the typical small town in north China - JS county an example, We through investigation and study, the green space system planning combined with the exploration on the theory of ecological security research, formed on the basis of the theory of ecological security of urban green space system planning, to the development of green space system planning research. To beautify thegreen,the protection of historical andultural,the establishment of urban core area,the construction of green corridor,ecologicalcorridors,keep our town ecological harmony,the JS county into a green,ecology,environmenta lprotection, beautiful livable cities and towns. The futureof green space system planning of small towns in ecological and environmental protection,local characteristics and cultural integration, urban and rural integration development direction.
