摘要
2003年《法律援助条例》的颁布与实施是法律援助在中国发展的一个里程碑。从此之后法律法规的编撰开始注重法律援助方面的规定，法律援助机构在各地纷纷建立，通过宣传，普通公民幵始了解法律援助制度，与此同时律师协，、社会团体也开始进行公益法律服务。越来越多的人开始通过法律援助解决纠纷。
北京是全国的首都，也是法律援助制度发展比较完善的城市之一。通过了解北京市法律援助机构的状况、北京市普通公民对于法律援助制度开展情况的看法，制作调査报告。通过分析数据，再将其与现阶段法律援助制度相结合加以分析。最后得出结论，并对法律援助制度提出自己的完善建议。
本文论述了法律援助制度的发展趋势，比较了国内外法律援助制度起源的社会基础，分析了其在我国的发展现状以及北京市法律援助机构建设、人员建设的数据样本。通过亲身实践与调查、走访了解普通市民对法律援助的理解。根据城市建设中法律援助所存在的问题，认为：
1、完善法律援助制度规范，将现行《法律援助条例》以及零散于各法律法规中的有关法律援助规范的法条加以汇总，并上升到法律层面。2、构建北京市法律援助新模式，建立起一支素质高、业务能力出色的事业编制体系的法律援助律师队伍。3、发展多种法律援助服务，扩大免费法律咨询队伍，保障更多需要援助人的利益。4、改变以政府财政为依托的单一资金支持体系，可以适当引入社会资本进入，提高法律援助律师收入，吸引更多杰出青年律师加入法律援助队伍。

ABSTRACT
Beijing is the capital of China,ifs also the city which has a well developed legal aid system.
The author hope to make tiie survey and repoter by learn more about the status of Beijing legal aidcentre and the Beijing ordinary citizens' view about legal aid. By analyzing these interesting data,and get the data and our legal aid system together to analysis. Finally draws the conclusion,and givesome suggestions for the legal aid system.
The promulgated and implemented of〈Legal Aid Ordinance> is a milepost of Chinese legal aiddevelopment. After that,lots of laws attach importance to the rule of legal aid,a large number oflegal aid organization was built in everywhere. Through the publicity,ordinary citizens learn aboutlegal aid system slowly. The lawyer association and some society organization begin to offer publicwelfare legal aid. More and more people slove legal dispute by legal aid activity.
This paper discusses the development trend of the legal aid system. Compared the origins andcurrent situation of the legal aid system at home and abroad and the data samples of legal aidinstitution and personnel building of BeijiBg.Through the investigation and analysis summarizes theordinary citizens' understanding of legal aid-According to the existing problems in the cityconstruction, legal aid, think that: 1 .Constructing the new pattern of legal aid of Beijixxg.Build up ahigh quality, ability outstanding career preparation system of legal aid lawyers.3 .Development of avariety of legal aid services,expand the free legal advice to protect the interests of the more peopleneed assistance. 4.The change of a single financial support system5introduction of social capital intothe appropriately.Improve the legal aid lawyer income5to attract more outstanding young lawyers inlegal aid team.
