摘 要
随着国内市场的逐渐开放，国内企业之间的竞争逐渐加剧，这对于企业发展提出了更高的要求，而国有企业作为我国国民经济的重要组成部分，必须要适应市场发展的要求，对自身核心竞争力进一步提升。为了快速适应国内外市场的变化，我国的国有企业必须进行全面的产业转型升级，首钢兴业公司就是在首钢集团产业优化的大背景下产生的一家服务型企业，而如何使首钢兴业公司通过制定有效的企业发展战略实现长远发展已经成为公司管理者必须解决的问题。
首先，本文通过对相关文献的研究和整理，对本文的研究背景以及研究意义进行了详细的介绍，并对国内外企业发展战略的研究现状进行了描述，对企业发展战略的相关概念进行了阐述，为下文的研究提供理论依据。
其次，本文在企业发展战略相关的理论基础上，结合国内经济形势以及首钢兴业公司自身实际情况，借助 PEST 分析法及 SWOT 综合分析等方法分别对首钢兴业公司所面临的外部环境以及内部环境进行了深入的分析，了解首钢兴业公司公司外部环境以及自身存在的问题对于公司发展的影响。
再次，根据首钢兴业公司现阶段发展的实际情况以及其所处的外部环境，制定了公司发展战略，并对公司的管控体制以及组织构架进行了合理化的设计，同时还对公司下辖的公寓、物业以及餐饮三个部门分别制定了相应的经营战略，力求实现首钢兴业公司的发展战略目标，并有针对性的提出了保障策略。

Abstract
With the gradual opening of the domestic market, the competition between domesticenterprises is gradually increasing, which puts forward higher requirements for thedevelopment of enterprises, and state-owned enterprises as an important part of ournational economy, must be able to adapt to the requirements of market development, andfurther enhance their core competitiveness. In order to further adapt to the changes in thedomestic market, China's state-owned enterprises must conduct a comprehensiveindustrial restructuring and upgrading, Shougang Industrial Company is a serviceoriented enterprises in the context of the optimization of the industry, and how to makethe company's long-term development of the company's management has become thecompany's management must be resolved.
Firstly, this paper introduces the research background and significance of theresearch, and describes the research status quo of domestic and foreign enterprisedevelopment strategy, and the related concepts of enterprise development strategy, andprovide the theoretical basis for the following research.
Secondly, based on the theory of enterprise development strategy, combined with thedomestic economic situation and the actual situation of the enterprise itself, the externalenvironment and the internal environment of the enterprise are analyzed by PEST andSWOT.
Again, according to the actual situation of Shougang Industrial Company at thepresent stage of development and the external environment, formulated the developmentstrategy of the company, and the reasonable design of the company's management andcontrol system and organizational structure, and also on the company under thejurisdiction of apartments, the property and catering three departments respectively,formulated the corresponding management strategies, and strive to achieve the strategicobjectives of the development of Shougang Industrial Co., Ltd., and to put forward thecorresponding security strategy.
