摘 要
自2003年党中央通过并实施振兴东北老工业基地战略以来，以国家战略为引导，以省、市政策为带领，以创新发展为驱动，经过多方努力，辽宁省作为传统的老工业基地迎来的全面振兴的新篇章。小微工业企业是我国经济里重要组成单元，具有数量多、规模小、涉及行业广泛等特点。小微工业企业在我省的经济体系之中占有重要地位，不仅为我省创造了广阔的就业平台，促进我省保障民生和维护社会和谐稳定，同时对我省经济结构的调整、推动产业结构升级和促进经济发展方式的转变具有重大作用。
然而，小微工业企业也面临着严峻挑战，建企业易而长久难，维持企业易而发展难。随着国际金融危机扩大，市场持续波动，小微工业企业限于自身规模偏小、缺乏科学的管理制度、融资能力弱和生产偏向劳动密集型等特点，很容易在市场竞争中被淘汰。随着市场竞争愈加激烈，雇工人力费用增加、原材料和能源价格持续提高、人民币升值带来的外贸压力增大，大量的小微工业企业都面临着订单减少、回款困难甚至资金链断裂，严重影响着小微企业的生存与发展，这种状况也在逐渐引起社会大众的高度关注。论文共分为五章：
第一章为绪论。在绪论中简单介绍了本文的选题背景，主要阐述了研究目的意义和研究的方法。对小微工业企业面临的问题做出概述。
第二章为文献综述。首先小微工业企业做出界定，并结合我省实际情况和相关政策，系统的阐述了小微工业的成长理论。并结合辽宁省工业发展战略做出了初步分析。
第三章具体介绍了辽宁省小微工业的基本情况，就我省小微工业企业的经济地位、在我省的区域分布、从事行业分布和经营情况等方面做出了具体的判断分析，为研究并解决小微工业企业所面临的问题打下了坚实基础。
第四章为具体分析我省小微工业企业所面临的实际问题，并给出了初步判断。小微工业企业既和大中型企业一样受到资源与环境的约束，又因自身问题存在多方面不足。普遍存在不了解相关政策法规，运用国家政策不到位，而又人才匮乏、融资能力差，创新能力整体不高，企业发展前景差。
第五章为我省小微工业企业的发展提供了具体建议。结合辽宁省工业发展战略，从全局角度思考小微工业企业的发展方向和途径。同时建议政府应当发挥自己的职能作用，建立健全政策法规。一方面营造适合小微工业企业发展的环境，另一方面，利用政策引导扶持小微工业走科技创新路线，促进小微工业集群建立，引领整体产业升级，走可持续发展道路。小微工业企业应当强化自身，建立现代化企业管理制度，引入高素质人才，始终保持危机意识，始终坚持创新发展保持竞争优势，以发展求生存，最终做大做强。

Abstract
Since the year of 2003, the central government has announced the strategy ofrevitalizing the old industrial base in northeast and a series of policies have been formulatedby the province government in order to coordinate with the national strategy. A newdevelopment period has come in the Liaoning Province, a traditional old industrial base.
With mutual effort from government, the periodical significant results have been achieved inLiaoning Province. The small and micro industrial enterprises, which is with a large quantity,small scale, involving a wide range of industries and so on, is an important component of theChina economy. Among small and micro industrial enterprises plays an important role inLiaoning Province, they have created lots of jobs and protected the people's livelihood, evenhelped in maintaining the social harmony and stability. It is also playing a major role inadjusting the economic structure of the Liaoning Province structure, updating the industrialstructure and changing economic development mode.
However, the small and micro industrial enterprises are also facing hard challenges. It iseasy to be formed but difficult to live, and it is easy to maintain but difficult to update. Withthe expansion of the international financial crisis and the oscillation of the market, the smalland micro enterprises, which is limited by the small scale, lack of scientific managementsystem, the weak financing capacity and other characteristics, is easy to be eliminated inmarket competition. With the increasing of the competition in market, the cost of employee,the prices of the raw material and energy and the pressure of RMB appreciation, a largenumber of the small and micro industrial companies are facing difficulties, as the reductionof orders, the difficulties of payment and the funding strand breaks. All of these seriouslyaffect the survival and development of the small and micro enterprises, this situation is alsogradually causing for great concern of the community. This article contains five chapters.
The first chapter is an introduction. This part discusses the article background, purposeand methods of this research. And we made an overview of the problem faced by small andmicro industrial.
The second chapter is a literature review. First, the definition of small and microindustrial enterprises was described, with the actual situation of related policies in LiaoningProvince. Systems theory of the growth of small and micro industries was discussed.
The third chapter has introduced the basic situation of small and micro industries inLiaoning Province. The status, the regional distribution, the terms and operating conditionsof the small micro industries enterprises was introduced and analyzed. The foundation wasmade to research and resolve the problems faced by small and micro industrial enterprises.
The fourth chapter analyzes the problems faced by the small and micro industriesenterprises, and gives a preliminary judgment. Both the small and micro enterprises and themedium-sized industrial enterprises were limited by the stages of resources and theenvironment. The small and micro industries enterprises, which often know little about therelevant policies and regulations, are lack of talents and funds. So the innovation ability ofthese enterprises is little, the prospects for business development is also poor.
The fifth chapter provides specific recommendation for the development of small andmicro industrial enterprises in Liaoning Province. Government should play their importantrole, and establish these policies and regulations. On one hand, the government should createsuitable environments for the small and micro industrial enterprises; on the other hand, thegovernment also should use the policy to guide the small and micro industrial enterprises tothe scientific and technological innovation route. It is the responsibility of the government topromote the establishment of small and micro industrial clusters, to lead the overallindustrial upgrading, in order to take the road of sustainable development. Small and microenterprises should strengthen their own companies with the modern management systemsand the high-quality talent, so that they could always keep ahead in completion and maintaina competitive advantage with high profits, and finally, they could get bigger and stronger.
