摘 要
人口老龄化尽管首先表现为人口现象，却不断和社会经济、环境资源等各个领域相互作用，所带来的是一个复杂的系统问题，而想要解决这一系列问题，就必须将人口老龄化问题放入整个社会，统筹其与社会、经济、科技、资源、环境等各要素的关系。目前河北省已进入老龄化社会，而且随着人口预期寿命的提高和生育率的下降，老龄化程度还将继续加剧，养老问题也将愈加凸现。唯有加快养老产业发展，才是解决当前我省养老问题的有效途径。
本文以养老产业的发展问题为研究对象，首先在学习、借鉴相关理论研究的基础上重新界定了养老产业的定义，然后在分析河北省养老产业的发展环境和发展现状的基础上，构建了养老服务影响因素与养老服务需求因素的相关关系模型，然后应用斯皮尔曼等级相关系数模型对河北省养老服务需求调查数据进行测算和分析，测算出了影响养老服务因素与养老服务需求的关联度，并通过对斯皮尔曼等级相关系数的横向比较分析出老年人服务需求中的医疗服务、生活照料服务、文化娱乐服务、入住养老机构几项对不同老年人的需求程度；通过对斯皮尔曼等级相关系数的纵向比较分析出开发老年消费市场的切入点和突破口，进而找出河北省老年人的需求特点和养老产业的发展空间。最后，分别从政府、企业、社会三个角度提出发展养老产业的建议。其中政府应充分发挥主导作用，进一步加大财政对养老产业的扶持力度，建立养老事业推动机制，健全和完善养老产业体系；企业应细分老年消费市场，创新老年消费需求产品和服务；并鼓励社会各方面的力量发挥积极作用以促进养老产业的发展。

Abstract
Although the population aging firstly shows the phenomenon of population aging, it hasinteracted continuously different areas of socio-economic, environmental resources andbrought a complex system problem .If we want to solve a series of questions ,we shouldconsider the problem of population aging into the whole society and make a co-ordinationwith the various elements of the relationship between society, economy, science andtechnology, resources, and environment. Currently, Hebei Province has entered the agingsociety, and with the increase of population decline in life expectancy and fertility, the degreeof aging will continue to increase, the pension problem will become more apparent. Onlyaccelerate the development of the aging industrialization, can we solve the current pensionproblem in our province.
In this paper, there is the development of the aging industrialization as the researchobject. First of all, on the basis of borrowing ideas from related theoretical research, itredefines the definition of aging industrialization. Then based on the analysis of thedevelopmental environment and the developmental status of the aging industrialization inHebei province, this paper builds the coefficient model of aging service factors and agingservice demand factors and applies Spearman's rank correlation coefficient model to calculateand analyze the collecting data of the aging service demand in Hebei province and calculatescorrelation between the factors aging service factor and aging service demand. Then through ahorizontal comparison comparative by Spearman's rank correlation coefficient analyses seniorservices demand to the extent of demand for different elderly , including healthy care service,life care services, cultural entertainmental services, and checking pension agency. Andthrough a longitudina comparison comparative by Spearman's rank correlation coefficientanalyses development of elderly consumer's market., then finds out the demand'scharacteristic and the space of aging service market demand in Hebei province. At last, it putsforward these aspects of advice of development of aging industrialization: government,enterprise, society. The government should play a leading role in efforts to further increasefinancial support for the aging industry, establish mechanisms to promote the cause of thepension, improve and perfect the system of pension industry. The enterprises should segmentselderly consumer market and provide innovative products and services for the old. consumers.
In addition, We should also encourage the forces of all sectors of society to play an active rolein promoting the development of the pension industry.
