摘要
金融危机以来，世界整体经济发展持续低落的形势，世界贸易总量的增长速度明显衰退。世界整体经济发展的大环境加剧了竞争的激烈程度，世界经济呈现多极化的格局，在 WTO 为代表的贸易体系停滞不前的情况下，世界各国纷纷将扩大对外开放的方向转向自由贸易区的建设。世界各国自由贸易区战略的发展影响着世界经济的格局，在发达国家陷入金融危机的时候，新兴的经济体正在通过自由贸易区战略引导着全球经济格局的重新配置。在全球经济格局重新配置的背景下，同时中国处于经济发展模式转变所带来的"不适应"阶段。在这样的局势下，通过扩大改革开放实现经济持续增长、经济结构的优化升级是中国经济发展的主要目标，在经济发展新常态时期，如何达到上述目标将成为关键。中国在FTA1和FTZ2的建设发展方式上处于探索和学习阶段。中国FTA全球战略与国内FTZ战略同步发展，在中国FTA全球战略努力参与新一轮的全球经济重新配置的同时，国内FTZ战略为中国经济发展模式的成功转变以及提高中国在全球经济格局中的地位提供了有力的保障。在中国经济新常态的形势下，对外贸易是中国经济增长的主要动力，自由贸易区是促进对外贸易的有效途径。如何通过自由贸易区战略的实施，来推进对外贸易的增长进而影响中国经济的发展将成为关键。因此本文基于对外贸易的角度对自由贸易区战略进行分析。
本文将对外贸易角度作为切入点，通过对贸易流量、贸易效应以及经济增长三个方面为依据，将自由贸易区战略与中国经济发展紧密的联系在一起。首先，以中国-东盟 2000-2012 年的数据为样本，运用引力模型对数据进行分析，可以得出：虽然距离因素对自由贸易区区内的贸易有一定的影响，但是自由贸易区内的合理的自由贸易协定的实施等因素对两个伙伴国家或者地区的经济发展产生良好的影响。然后，以中国-智利 1994-2013 年的数据为样本，运用巴拉萨模型对数据进行分析，可以得出：中国在区内存在轻微的贸易转移效应，但考虑到政治、资源方面的因素，中国在区内获得了既定的效益。最后，以中国-东盟的1994-2013 年的数据为样本，运用一元线性模型对数据进行分析，可以得出：中国对东盟进出口贸易对中国经济增长具有明显的促进作用。在上述分析的基础上，综合三次实证分析得出结论，然后结合发展现状等因素给出政策建议。

Abstract
Since the Financial Crisis broke, the international trade has grown slowly whichwas affected by the continued downturn in the world economic development. Theenvironment of the international economic development intensifies the economicmultipolarity. In the situation trading system represented by WTO stagnates, thecountries begin to expand the opening- up, in the same time regional economicdevelopment turned to the construction of free trade area. Since then, regionaleconomic development has been grown up rapidly. The development of world FTAstrategy affects the pattern of the economic world, at the time the developed countriesfall into the financial crisis; the developing economic entities are changing the globaleconomic pattern as guiders through the development of the FTA strategy. In thisbackground, the economy of China is getting through the in-adaptability stage that isbecause economic developing model is transforming. The major goal of the economicdevelopment is to achieve the sustained development and upgrade the economicstructure by expanding ―reform and open‖； besides, in China’s New Normal, it is thekey to attain the sustainable development goal. China is in the exploration andlearning phase in the free trade zone construction. China is in the primary stage in theconstructing way of FTA and FTZ. China’s FTA global strategy pace with thedomestic FTZ strategy, so the developing strategy is to provide a powerful guaranteefor the successful transformation of China's economic development model whileworking to participate in the new round of global economic reconfiguration. FTAstrategy is to develop our country in the New Normal, to expand reforming andopening, to carry out the comprehensive economic reform, to accumulate theexperience for new economic developing model. Under the new normal situation ofChina's economy, foreign trade is the main driver of China's economic growth, how toimplement the FTA strategy to promote foreign trade growth will be the basicquestion. Therefore the paper analyzes FTA strategy based on foreign trade angle.
The analysis of the paper starts from the international trading, links the FTAstrategy and China’s economic development together, based on trade flow, tradeeffect and economic development. First, the writer uses China - ASEAN （2000-2012）data for sample, using the gravity model to analyze the data, we can draw aconclusion that although the distance factors have an impact on trade free trade zone,but in the free trade zone, reasonable factors such as the implementation o f free tradeagreements have a good impact on the economic development for partner country orregion. Second, the writer uses China – Chile （1994-2013） year data as sample, theBalaSSa model to analyze the data, we can draw a conclusion: China has a slight tradediversion effect in the trade area, but take political and resource factors intoaccount,China get the benefits in the trade Area. Last but not the least, the writer usesChina - ASEAN （1994-2013） year data as sample, a regression model to analyze thedata, we can draw a conclusion : China-ASEAN foreign trade plays a significant rolein promoting China's economic growth . Based on the above analysis and threeempirical analysis, the writer gives policy recommendations according to the currentdevelopment status.
