摘 要
我国养老保险体系从建立之初到发展至今经过几十年不断的改革探索，取得了一些成就，但依然有诸多难题需要解决。养老保险制度体系作为我国保障制度中不可或缺的组成部分，不仅在保障我国居民养老方面发挥着至关重要、不可或缺的功能，而且还具有可以维护国家的稳定团结功能。随着我国经济的快速发展和现代化进程的加快，人们的物质生活方面得到了很好的满足，公众对未来养老生活要求也不断的提高。伴随着我国人口老龄化社会现象的加剧，养老保险问题更加突出，受到国家、社会和民众的广泛关注。严峻的养老问题是我国需要解决的重要难题，而在我国养老制度存在的诸多问题中，养老公平性问题成为重中之重。
党在“十八大”报告中指出：将城乡纳入到我国养老保险制度体系的建设范围中，应该坚持把公平性放在首要位置。养老保险的公平体现着社会全体成员在权利分配以及机会方面的平等，要能够更好地解决不同社会群体之间的矛盾，尽量避免矛盾的激化和扩大，在制度建设和改革完善中必然以公平作为重要的基础。
本文基于社会公平研究视角，结合马克思公平理论和罗尔斯公正理论，对养老保险制度的公平性问题进行全面的分析研究。以起点公平、过程公平和结果公平三种社会公平的角度，对我国的养老保险制度建设和改革中的公平性问题深入的探讨分析，较全面系统地对制度改革和完善过程中的公平性问题进行论述。
研究以黑龙江省养老保险制度为例，运用文献分析法、问卷调查法和统计计量法，对黑龙江省养老制度公平问题进行系统的对比和分析。包括对机关事业单位、城镇职工、城镇居民和新型农村四种不同的社会群体制度进行阐述和对比，从点到面进而对全国养老保险制度的改革和完善提出合理的建议。

With the rapid development of our economy and the construction ofmodernization, people's material life has been good to meet, but the people for thefuture pension life requirements are also constantly improve and difficult to meet. Withthe arrival of the ageing society in our country, and the phenomenon of an aging society,endowment insurance problems continuously and received extensive attention of thestate, society, the people, our country faces the severe challenge of provide for the aged,the old-age insurance system reform and improve the urgent and highlight problems inendowment insurance, pension fairness problem become a top priority. The fairness ofendowment insurance problems become a top priority.
Party in “the eighteenth big” report pointed out that the construction of acomprehensive social security system covering both urban and rural residents, fairnessshould be priority. Fair embodies the social endowment insurance of all the members inrights, distribution, and the equality of opportunities, can better solve the problem of thecontradiction between different social groups, to prevent conflicts intensified and expandold-age insurance system reform and improve the inevitable based on the social justice.
