摘要
随着经济的发展以及当下现代服务业集群化发展的凸显，东北老工业基地的振兴和辽宁省产业结构的升级转变离不开其服务业的现代化改进。而集群化发展是发达国家以及国内发达地区现代服务业发展的总体趋势，因此，加快辽宁现代服务业集群化进程，合理引导其良性发展，推进集群化的发展态势具有一定的意义。
本文以辽宁现代服务业集群化发展为研究对象，主要采用的是定性与定量相结合的研究方法。首先，查阅国内外研究成果，探讨本文研究的机理；其次，论述相关内涵以及现状，在综合分析之后提出存在的一系列问题；再次，全文在以上理论讨论的基础上，选取辽宁省 14 个地区 2004-2013 年十年的数据，通过因子分析、集中系数、层次分析方法，从集群视角做进一步的综合评价。分析表明：
（1）辽宁现代服务业集群式发展并不明显；（2）14 个地区之间的发展差距很大；（3）现代服务业对该地区总体的经济实力有很强的要求；最后，本文分别从政府和市场协调作用、加强基础设施建设、注重重点行业和龙头企业发展、发挥科技创新与人才作用等方面提出了建设性意见。通过这些对策和建议拟解决阻碍辽宁现代服务业集群化发展的产业结构和区域结构问题，希望能够在充分发挥集群作用的基础上，促进辽宁现代服务业整体发展，提高其在与全国各地区比较中的地位水平。

Abstract
With the development of economy and the cluster development of modern serviceindustry, the northeast area revitalization plan and the upgrading of industrial structurein Liaoning depend on the improvement of its modern service industry .But the clusterdevelopment is the mainstream not only in developed countries but also domesticdeveloped areas .Therefore, to speed up the process of modern service industry clusterin Liaoning has a certain significance in promoting the development of clusteringsituation which should be guided reasonably.
This paper takes the cluster development of Liaoning modern service industry asthe research object, and uses the combination of qualitative and quantitative researchmethods. First of all, this paper studies on the theories with reference to results at homeand abroad. Secondly, it discusses connotation and the present situation, and putsforward a series of problems after the comprehensive analyses. Thirdly, it selects 14areas in Liaoning province about ten years of data during 2004 to 2013.It takes factoranalysis, concentration factor and hierarchical analysis for further comprehensiveevaluation from the cluster perspective. Analysis shows that: （1） the development ofmodern service industry cluster in Liaoning is not obvious.（2） there is a great gapamong the 14 regions.（3） the cluster development of modern service industry requiresa more comprehensive economic strength. Fourthly, this paper respectively takesmeasures in the government and market coordinated function, strengthensinfrastructure construction, etc. At last, it gives some constructive suggestions whichare used to solve the further problems in industry structure and regional structure,hoping these measures can promote the overall development of modern serviceindustry in Liaoning.
