随着我国经济的快速发展，大量的能源资源被消耗，环境污染不断加剧，经济发展与资源环境之间的矛盾日益严重。特别是在资源型城市发展过程中，这一问题尤为突出。如何解决这一问题、实现经济社会与资源环境协调发展、顺利完成资源型城市转型发展任务，成为摆在资源型城市政府面前的一道难题。近年来，我国的一些资源型城市通过探索实践，纷纷提出了发展循环经济、建设循环型社会的发展理念，收到了良好的效果。但从各地发展实践看，仍然存在一定的问题，需要今后我们在理论和实践中予以解决和完善。
本文以资源型城市松原市为例，运用循环经济与可持续发展理论，对资源型城市发展循环经济问题进行了详细地分析阐述。首先，从循环经济的概念内涵、原则、发展模式、与传统经济的比较及资源型城市的内涵、分类、特征、拐点理论、循环经济对资源型城市发展的引导等方面，对资源型城市发展循环经济进行理论研究。其次，对松原市资源环境基础、经济社会发展情况以及循环经济发展现状进行了详细的介绍。松原市是农业大市，第一产业所占比重为 16.6%,粮食资源是其重要的资源之一；同时，工业是资源型城市经济的支柱，因此，农业和工业是松原市发展循环经济的重要领域。松原市立足本地资源优势，把循环经济发展重点放在油气化工、生物化工、农畜产品加工等领域。总体看来，松原市循环经济基础工作做得比较扎实，探索实践开展得比较好，并取得了初步成效。第三，对松原市循环经济发展水平进行了评价，构建包括经济发展要素、资源要素、生态环境要素和人文社会要素四个方面 15 项指标在内的循环经济评价指标体系。利用加权求和模型，对标准化处理后的数值求取综合评价指数，采用因子分析法利用权系数求取指标权重，避免了权重选取主观性强的缺点。评价结果显示，松原市循环经济发展水平逐年提高，循环经济发展相对较好。从松原市自身循环经济发展要素指标看，资源要素和人文社会要素发展比较好，经济发展要素和生态环境要素发展一般；与吉林省对比，经济发展和人文社会要素指标较为接近，资源要素和生态环境要素指标则要落后于吉林省。第四，根据评价结果和松原市循环经济发展现状，指出了松原市在发展循环经济过程中面临的主要困境，并对困境进行了逐一分析。最后，从促进转变思想观念、加大对发展循环经济的资金投入力度、建立发展循环经济技术支撑体系、延伸循环经济产业链条、构建完善发展循环经济的总体规划和奖励激励机制等五个方面，提出了对策和建议。
实践证明，发展循环经济是资源型城市实现转型发展的必然选择，是解决经济发展和资源环境矛盾的有效途径。深入研究这一课题，对资源型城市坚定未来发展方向、化解发展过程中存在的各种矛盾、实现可持续发展具有重要的理论和现实意义。

Abstract
With the quick development of economy in our country, a lot of energyresources are consumed and the environmental pollution is increasing. Thecontradictory among economy, resource and environment is becoming seriousday by day. Especially in the development of resource-based city, theproblem is particularly serious. How to figure out the problem, realizethe coordinated development of economy, resource and environment, andcomplete the transformation of resource-based city, becomes a difficultproblem in front of the government of resource-based city. In recent years,some resource-based cities have put forward the concept on developing thecyclic economy and constructing cyclic society through practice in China,which has received a good effect. From the practice, there are still a lotof problems which need to be solved and perfected in theory and practicein the future.
The paper takes a resource-based city Songyuan for example and expoundsthe development of cyclic economy in resource-based city with the theoriesof cyclic economy and sustainable development in detail. First of all, thispaper researches the development of cyclic economy in resource-based cityfrom the concept, the principles, the models of cyclic economy, thecomparing with traditional economy, and the concept, the classification,the features, the inflection point theory of resource-based city, andcyclic economy guides the development of the resource-based city in theory.
Secondly, the paper introduces the resource and environment conditions,the economic and social development and the current situation of developingcyclic economy in Songyuan. Songyuan is a big agricultural city. Theproportion of agricultural is 16.6%.Food resource is one of its importantresources. Industry is a pillar of the economy in resource-based city.
Therefore, agriculture and industry are all the important areas of circulareconomy in Songyuan. Songyuan puts the key point of cyclic economy on thefield of oil and gas chemical, biological chemical, livestock productsprocessing basing on the advantage of local resources.Overall, the basicwork of cyclic economy is relatively solid, the practice carry out better,and it has obtained an initial effect in Songyuan. Thirdly, the paperevaluates the level of cyclic economy in Songyuan. Evaluation index systemof cyclic economy with 15 indexes in four aspects which includes economicelement, resource element, environment element and social element is built.
The comprehensive evaluation index of the numerical value is obtained afterstandardized treatment by using the weighted sum model. Factor analysisis used to obtain the weight of index weight, which avoids the disadvantagesof the weight selection. The result shows that the level of cyclic economyincreases year by year and the cyclic economy is relatively good in Songyuan.
From the perspective of Songyuan, the resource element and social elementare relatively good, the economic element and environment element aregeneral. Comparing with Jilin province, the economic element and socialelement are close, the resource element and environment element arebackward of Jilin. Fourthly, the paper will point out the difficultiesaccording to the result of the evaluation, and analyze the difficultiesone by one. Finally, the suggestions will be put forward from five aspects:
changing ideas, increasing investment, establishing technical supportingsystem, increasing industry chain, building and perfecting the overall planand incentive mechanism.
According to the practice, the development of cyclic economy is aninevitable choice of transformation for resource-based city, and it is alsoan effective method to resolve the contradictory among economy, resourceand environment. Further research on this subject has important theoreticaland practical significance for resource-based city to strengthen thedirection of development, to resolve the contradiction of development andto realize sustainable development.
