摘 要
公平正义是人类亘古不变的价值诉求之一，现代文明社会的发展不断扩大着社会正义的领域，如今经济发展背后的环境问题逐渐成为正义诉求的新的旷野。近年来我国经济建设的不断发展，随之而来的环境污染，以及环境治理过程中存在的分配差异问题，给我国现代化进程中的环境政策优化带来极大挑战，制约着我国生态文明社会的构建。
为此，本文从环境正义理论的视角，对我国环境政策中的正义关怀进行分析。绪论部分总结了当前环境政策研究状况，随后对环境正义理论进行阐述，指出我国当前环境政策优化中的环境正义诉求。第一部分通过梳理我国建国以来环境政策的发展历程，分析了我国环境政策发展中不同时期的工作重点，以及我国环境政策几十年来所取得的实际成效。第二部分在上述基础上，分析了环境正义在我国环境政策优化过程中的体现。本章从国内环境正义、国际环境正义和代际环境正义三个维度，针对我国面临的不同类型的环境问题进行研究，指出我国环境政策是如何在优化过程中对这些问题作出回应的，并着重对我国因城乡差异、地域差异等因素造成的环境保护工作中的是否公正进行了讨论。第三部分分析了当前我国环境政策中的不足之处，指出我国当前政策在平等对待不同地区和群体方面还有待完善，在借鉴从政府、企业和公众三个方面对我国环境政策在生态补偿、公众参与等方面的优化提出建议。

Abstract
Fairness and justice is one of the constant pursuit of mankind, the developmentof the modern civilized society constantly expanding the social justice field, witheconomic development, environmental issues gradually become a new wilderness injustice demands. In recent years the continuous development of economicconstruction in our country, the resulting environmental pollution, as well as thedifferences in the distribution of the problems existing in the process ofenvironmental governance, environmental policy optimization in the process of ourmodernization drive to bring huge challenges, restricts the construction of ecologicalcivilization in our country.
This article analyzes our country's environmental policy concern, from theperspective of environmental justice theory of justice. The introduction partsummarizes the current environmental policy research status and elaborates thetheory of environmental justice and points out that China's current environmentalpolicy optimization of environmental justice demands. In the first part, it combs thedevelopment of our country since the founding of the environmental policy.
Environmental policy development in China was analyzed in different periods offocus and environmental policy in our country the actual results obtained for decades.
In the second part, it analyzes the environmental justice in our country'senvironmental policy in the process of optimization. This chapter points out that theenvironmental policy in China is how to respond to these questions in the process ofoptimization and discusses urban and rural differences and regional differences ofthe fairness of environmental protection mainly to our country due to factors, fromthe domestic environment justice, international justice and inter-generationalenvironment justice, aiming at the different types of environmental problems facingthe study. In the third part, it analyzes the shortcomings in the current environmentalpolicies in our country, and points out that the current policy in China in terms ofequal treatment to different regions and communities are still to be perfect. In theend, it proposes optimization in the ecological compensation of our country'senvironmental policy and public participation.
