摘 要
绿色债券具有传统债券结构简单、收益相对稳定的优点，同时限制资金只能投资于有利于环境保护和气候“减缓与适应”的领域，并要求收益使用过程具有高透明度。它是一种新型债券，且市场潜力巨大。国内关于绿色债券的研究仍处在初级阶段，极为有限的探讨零星见于某些相关论述，但绿色债券并未被单独作为研究的重点。目前的研究中缺少对于建设中国绿色债券市场的系统探索，更无基于国际经验的相关论述，缺少从金融学角度对绿色债券作为一种新型投资种类的立体评估。本研究正是为了填补这一空白。
本文的基本思路是以发展中国的绿色债券市场为出发点和最终目的，借助于数据，定性和定量的分析国际市场上的绿色债券，并通过进一步对比分析国内外绿色债券市场来评估绿色债券市场的绩效和发展趋势。论文的结构也围绕这一思路进行安排。文章采用的研究方法包括文献法、作图和表格分析法、描述性统计法、比较分析法和案例法等。本文首次系统梳理了绿色债券相关概念及其发展脉络，并通过对比的方法揭示出了中外绿色债券市场存在的诸多异同点，得出关于构建中国绿色债券市场的针对性结论，并给出了系统的政策建议。自 07 年诞生以来，世界范围绿色债券发行规模急剧增长，仍供不应求。随着政府提出“绿色化”和“绿色”发展理念，绿色债券市场迎来其国内发展的黄金时代。本文既填补了相关领域的研究空白，又对发展国内绿色债券市场的实践操作具有极强的借鉴意义。

Abstract
Green Bond （GB） is a new kind of bond with huge market potential. With simplestructure and relatively stable returns, GB are similar to traditional bonds. What makes GBdifferent is that bond proceeds are restricted to funding environmental friendly and climate“mitigation and adaptation” actions. Also, GB demands higher transparency and stricter evaluationand supervision. Domestic studies on GB is still in its infancy, with very limited explorationappearing sporadically. Desk research does not find any graduate studies focusing specifically onGB. There is a lack of systematic exploration towards how to construct GB operating mechanismin China, not to mention studies based on international experience. This paper is to fill theresearch gap through analyzing GB from a financial perscpective with comprehensive assessment.
Adopting qualitative and quantitative methods, and with the help of sufficient data, thebasic idea of this paper is to explore how to develop China's GB market. When analyzinginternational GB market, various cases are provided in detail for the purpose of comparison. Thepaper is structured accordingly. Research methods include literature review, spreadsheet analysis,descriptive statistics, comparative analysis and case studies. Unprecedently, this paper reviewssystematically the concepts and growing path of green bonds, through comparing domestic andinternational GB markets. Various similarities and differences between those two markets arefound. Conclusions and policy recommendations are given concerning how to construct China'sGB operating mechanism. Since its birth in 2007, GB has witnessed tremendous growth in itsmarket size. Yet world GBs is still in short supply. As the government put forward the concepts of“green-ize” and “green” development, green bond market ushered its golden age of developmentin China. This paper not only fills the research gap in academic studies, but also generatesinteresting suggestions for policy.
