摘 要
随着我国改革开放的发展，伴随着市场经济的出现，社会经济快速发展使得我国建设施工企业之间的竞争愈演愈烈，而在这样的激烈竞争中，一部分企业领导者所面临的共同问题就是如何让自己的企业在市场竞争中获得巨大的竞争优势，但最终从源头上来说，成本控制是建设施工企业获得利润的源泉。特别是对于建设施工企业来讲，一般的工程都是施工时间很长、材料种类很多，成本控制上所面临的问题和挑战也是众多，因此本文就主要从施工工程成本管理的角度出发，探究水库建设工程项目管理中的成本控制问题。
成本控制理论是建设施工企业在施工管理中非常重要的部分，是各项成本管理的总目标。在一定时期内，对影响成本和条件的一系列因素进行预防和调节措施，使得成本管理目标得到相应的保障。同时，通过各种成本控制过程，以确保企业实现合理有效的成本管理，使企业赢得较多的效益。
本课题所研究的主要内容如下：
第一，介绍了论文的主要研究背景和实际意义，阐述本课题的研究思路与方法；
第二，介绍了该施工项目的相关理论，总结归纳出水库建设项目成本控制的特点与原则，分析并阐述了成本控制存在的问题及改进措施：
第三，结合某水库建设的工程实际案例，明确提出了该项目在建设阶段出现的成本控制问题，同时针对这些问题，文中提出针对性的改进措施和建议，着重突出了成本控制理论和方法在具体项目中的实际应用，具有较大的现实意义。

Abstract
With the development of China's reform and opening-up, and along with theemerging of market economy, the social economy develops rapidly which leads tothe increasingly fiercer competition between construction companies. Facing thisintense competition, some company leaders are considering on how to enable theirown company to obtain substantial competitive advantages in the competition.
Basically speaking, cost control is the profit fountain for corporations. Especially forthe construction enterprises, there are longer construction period and variousmaterials, which lead to the problems and challenges of cost control. Therefore, thisstudy would have an insight in the cost control problems in reservoir constructionproject, from the angle of cost management.
The theory of cost control is not only a very important part of constructionmanagement, but also the general objective for cost management. Within a certainperiod, the prevention and adjustment on series of essences that affect the costcontrol and conditions, could guarantee the cost management objectives. Meanwhile,through different cost controls, the companies could secure reasonable cost controlresults and gain more economic profits.
The main contents of this study are as follows:
Firstly, this study introduces the background and significances, and elaboratesthe research thoughts and methods.
Secondly, this study introduces the relative theories on construction, andgeneralizes the features and principles of cost control on the construction of areservoir, and analyzes the existing problems of cost control, and sets forth the waysof improvement.
Thirdly, in the real case of a reservoir construction, this study puts forward theproject's cost management problems during the construction section. Then it raisestargeted methods and suggestions of improvement, and highlights the appliances ofcost control theories and methods in a specific project, which is substantiallysignificant.
