摘要
建平县位于辽宁省西部，耕地面积多，种植业是当地农民家庭收入的主要来源，但由于当地的水资源和土地的自然条件以及耕作方式等的一些限制因素，发展建平县农业存在一定的困难和挑战。结合实际情况发现，发展设施农业具有实际意义，虽然建平县在设施农业方面取得了一定的成绩，但依然存在一些问题亟待解决。本文主要在分析建平县地域气候概况和设施农业现状的前提下，得出建平县目前存在的问题主要表现在小型化规模竞争力弱，大户生产经营弊端凸显；设施农业技术水平低，设施农业技术服务不够配套；市场体系不健全，缺乏有效统一的市场管理办法；蔬菜产品的市场竞争力不强，品牌产品还没有完全形成；设施投入资金明显不足，设施农业项目建设资金投入不足等。在分析借鉴山东潍坊、荷兰，日本，美国，以色列等国内外先进经验的基础上，本文最后对建平县设施农业的发展提出了相应的对策，如完善基础设施农业设备等；提高相应的栽培技术；提高设施农业生产和经营的集约化程度；争创新品牌；完善市场体制；加强政府和相关部门的参与程度，加大资金和技术的投入。本文分析建平的设施农业现状和战略分析的基础上，寻找适合建平发展的对策具有重要意义，为建平设施农业的建设主体与管理主体提供设施农业发展的指导思想与方向；为建平地区制定设施农业发展战略提供思路、理论和方法上的借鉴与参考；营造有利的环境与条件，为建平设施农业发展提供理性思维框架；推动设施农业发展的理论探讨与实践研究的逐步深入。

Abstract
Jianping is a large agricultural county, with a crop area of 1.88 million acre. Farming isthe main source of income for farmers. However, the income is low and unstable due to theshort frost-free period,lack of water resources, irrigated land, barren soil and other naturalconditions coupled with backward farming methods,single industrial structure and lowtechnology content. These also become the bottleneck of agricultural sustainable development.
Based on actual situation of Jianping County, development of installation agriculture is thefundamental way out. Although there are some achievements for Jianping,some problemsneed to be solved. In this paper,based on the analysis of regional climate and general situationof Jianping County, present problems including weak competitiveness in small scale,drawbacks in large production management, low agricultural technology level,not enoughsupporting agriculture facilities, lack of effective measures for the administration of unifiedmarket, weak vegetable product market competitiveness, infrastructure investment wereconcluded. Based on the analysis of draw lessons from the Netherlands, Japan, the UnitedStates, Israel, etc, some suggestions were provided such as perfecting infrastructure andagricultural equipment; improving the corresponding cultivation techniques and the intensivedegree of facilities agricultural production and operation; creating a new brand; improving themarket system; strengthening the participation degree of the government and relateddepartments. It is significant to seek the suitable measurements for the development ofJianping County on the basis of analyzing the present situation and strategy. It can provideagricultural development guideline and direction for the development of Jianping Countyinstallation agriculture. It can also provide some reference for Jianping County to set upfacilities for agricultural development strategy, creating a favorable environment andconditions. Finally, it can provide rational suggestion for development framework in theoryand practice.
