摘 要
青岛市不但是中国东部沿海重要的经济中心城市和港口城市，而且还是著名的风景旅游胜地。随着青岛市承办“2014 年世界园艺博览会”的历史机遇，青岛市与外部的联系将有所加强，青岛市的道路交通将面临着严峻的考验。青岛道路交通的安全畅通也代表着青岛经济的发展前景，拥有完善和安全畅通的道路交通系统是青岛市公路建设的重点之一。如何维护好高速公路，保障高速公路的畅安舒美成为当前十分迫切地需要解决问题之一。
本文通过对青岛市高速公路养护管理现状的详细分析，指出青岛市高速公路现有养护管理体制、养护管理模式、其他管理上存在的不足，并以青银青新高速为例详细介绍了现存在一些主要病害，借鉴国外先进的养护管理经验，从体制改革、管理模式的改革、养护管理的其他问题等方面提出了符合青岛市高速公路养护管理现状的有效措施和合理建议。通过对目前青岛市高速公路养护管理工作进行了深入的研究和分析，包括养护管理体制、养护管理模式、其他养护管理工作，提出了存在的问题。综合分析了青岛市高速公路现有的养护管理模式，重点研究了养护工区的职责以及在工区运行过程中产生的各种问题，提出养护工区运行合理的建议。以青银青新高速为例分析了养护管理中发现的各种病害，并提出维修方案。针对实际工作中出现的各种问题提出优化养护管理工作的建议，包括大力发展预防性养护、推广养护作业单位市场准入和信用评价管理制度和优化小修保养的管理模式等。
高速公路是全封闭形式的专用道路，具有车流量大、行驶速度快等特点，保持高速公路安全通畅，具有非常重要的社会效益及经济效益，保持安全通畅的前提就是保证公路及其附属设施处于完好使用状态，那么做好公路养护工作就是最直接的办法。做好公路养护工作不但能为国家和社会节省人力物力，同时良好的高速公路运营管理模式还能够提高自身的经济效益，减轻还贷压力，充分发挥高速公路的社会效益，更好地为国民经济发展服务。

Abstract
The city of Qingdao is not only China's eastern coastal important economiccenter and port city, but also a famous scenic resort. With historic opportunity of thehosting of the “2014 World Horticultural Exposition ” , road traffic of Qingdao citywill face a severe test. The safety and smoothness of road traffic in Qingdao alsorepresents the development foreground of Qingdao economy, traffic system perfectlyand safety is the key point of the Qingdao highway construction. How to maintainhighways and guarantee highways smooth becomes an urgently addressed problem.
Based on the detailed analysis of the current situation of expresswaymaintenance management in Qingdao City this paper points out the problems aboutexpressway maintenance management system, pattern of maintenance managementand other aspects of the expressway maintenance management which existing inQingdao city. Takes the Qingyin Qingxin highway as example to introduce the majordiseases of highway, takes the foreign advanced maintenance management experiencein consider to raise effective measures and reasonable suggestions from the aspects ofsystem reform, management the reform of the pattern, the maintenance andmanagement of other problems. puts forward the existing problems By the in-depthresearch and analysis of current Qingdao city expressway maintenance managementwork which including the maintenance management system and pattern ofmaintenance management and other maintenance management. The comprehensiveanalysis of pattern of maintenance management of Qingdao City, focus on themaintenance area of duties and the various problems arising in the area of theoperation process of the operation, put forward reasonable suggestions ofmaintenance work area. Take Qingyin Qingxin highways as an example to analyze thevarious diseases which founded in conservation management and put forward therepair scheme. Aiming at all kinds of problems in actual work put forward theoptimization of maintenance management recommendations including developingpreventive maintenance, promotion and maintenance work units of market access andcredit evaluation management system and the optimization of minor repairs andpattern of maintenance management.
The highway is a special road with full closed form which has characteristics oflarge traffic volume and high driving speed, Keeping the highway smooth and safetyhas huge social benefit and economic benefit. Ensure that the smooth road andancillary facilities are in good state before keeping smooth and safety, themost direct way is doing the highway maintenance work well. Good highwaymaintenance work can save manpower of the state and society, the good operation andmanagement mode of highway can also improve their economic benefits andreduce the stress of owning on the loan, give full play to the social benefitsof highway and provide the better service for the national economic development.
