摘要
随着人口老龄化趋势的加剧以及社会保险覆盖面的扩大，人们对社会保险制度的依赖程度也在不断攀升，尤其是在上海这种老龄化程度较高的地区，养老负担的日益沉重致使社会保险基金的支付压力进一步加大。而欠费现象的发生，会直接导致社会保险基金收支失衡、缺口扩大，在制约社会保险制度可持续发展的同时，也损害了社会大众的切身利益。因此，加快研究和治理社会保险欠费问题，对缩减社会保险基金支付缺口、完善社会保险制度来说显得尤为迫切。
本论文根据近几年松江区社会保险费征收工作的开展情况，通过对辖区内企业社会保险欠费问题的现状和成因进行深入分析，并借鉴国内外社会保险费征收的先进经验，提出合理的建议与对策。
本论文共有六个章节。第一章绪论，简要介绍本论文进行研究的目的和意义，并概括性地介绍了国内外的相关文献研究，继而提出文章的研究思路和创新之处；第二章主要通过阐述社会治理理论的主要内涵和应用，把社会治理理论融入到解决企业社会保险欠费问题的过程中；第三章对松江区社会保险的经办和征收工作现状作了简要的介绍，在此基础上，对辖区内企业社会保险欠费的现状进行了分析研究，着重阐述了企业欠费问题的表现形式和负面影响；第四章通过实证分析、博弈分析、线性回归分析等方式对松江区企业社会保险欠费问题的成因进行了分析论证，为下一步治理问题打好了基础；第五章主要阐述国内外社会保险费征收工作的先进经验，并从中吸取好的做法和启示；第六章通过前面五章的分析研究，结合松江区社会保险征收工作的实际情况，提出治理松江区企业社会保险欠费问题的建议和对策。

ABSTRACT
With the intensified trend of aging population and the expanded coverage ofsocial insurance, people's dependence on social insurance system is also rising,especially in Shanghai which has higher degree of aging. The increasing pensionburden makes the further payment pressure of social insurance fund. However, theoccurrence of arrearage will directly lead to the payments imbalance of socialinsurance fund. The expanded gap will restrict the sustainable development of socialinsurance system and also damage the vital interests of the public. In such a situation,accelerating the study and management of the arrear of social insurance is very urgentfor reducing the payment gap of social insurance fund and consummating the pensionsystem.
The paper will give some reasonable suggestions and countermeasuresaccording to the deep analyses of the status quo and the causes of unpaidment ofsocial insurance in Songjiang and advanced experiences domestically andinternationally in the collection of social insurance.
The paper falls into six chapters. The first chapter is the introduction, brieflyintroducing the purpose and significance of this research, and also generallyintroducing the domestic and foreign literature, and then putting forward the ideas andinnovative points of this paper. The second chapter blends the social governancetheory into the process to solve the problem of lack of corporate social insurancethrough expounding the main connotation of social governance theory and application.
The third chapter firstly introduces the work of social insurance and the status of thecollection work in Songjiang District. And then it analyses the status of socialinsurance owe in this area on the basis of it, emphatically elaborating the form and thenegative impact of problem of enterprise owe. In the fourth chapter, it uses suchmethods as empirical analysis, game analysis, linear regression analysis and so on todemonstrate the causes of social insurance owe of the enterprises in Songjiang District,laying the foundation of this governance problem for the next step. The fifth chaptermainly elaborates the advanced experience of domestic and foreign social insurancepremium collection work, and absorbing the good practices and enlightenment as well.
In the last chapter, some suggestions and countermeasures are put forward in thisthesis to the issue of social insurance owe of Songjiang corporates, on the basis of theresearch and analysis in the previous five chapters, combining the actual situation ofSongjiang with them.
