我国工伤保险体系在保障广大职工权益、促进安全生产、分散企业风险、消除贫困等发挥了重要作用。但是，我国工伤保险侧重于工伤补偿，工伤预防与康复的功能明显薄弱，不能更有效发挥工伤保险的整体功效。本文力图将工伤保险的三大功能有机结合起来，增强制度的公平性和激励约束功能，以达到“最大限度地保护劳动者权益，分散企业风险，帮助企业改善劳动环境，减少事故”的目的。本文共分六部分。
第一部分为绪论。以我国严峻的安全生产形势为切入点，以发挥工伤保险“三位一体”功能、更加有效地保护劳动者安全健康权益为研究对象，介绍了论文的研究背景，研究的目的与意义，国内外研究现状，研究方法与研究内容等。
第二部分为相关理论分析。界定了 '‘三位一体“工伤保险体系的概念，并对相关理论进行了概述。
第三部分为我国”三位一体“工伤保险体系建设及问题分析。回顾我国工伤保险体系构建的历程，揭示了现阶段我国保险体系实施层面存在的问题，并从法律法规、经济手段、管理体制、观念认识四个方面对问题成因进行了针对性的分析。
第四部分为德美日工伤保险制度比较与分析。通过对德美日三个国家工伤保险体系的比较分析，提炼出可供我国工伤保险体系完善的借鉴之处。
第五部分为完善”三位一体“工伤保险体系的措施。针对我国工伤保险体系存在问题，借鉴国外先进经验，从理论研究、法律手段、经济手段、管理体制和宣传五个方面提出了完善工伤保险体系的相关对策。
第六部分为结论。完善工伤保险体系是一个系统工程，必须从理论研究、法律制度、经济手段、管理机制以及宣传培训等多方面协调有序的改进。

Abstract
The industrial injury insurance system in our country plays a critical role ineffectively ensured the rights and interests of the employees, promoted safety production,enterprise risk decentralization and overall poverty elimination. However, employmentinjury compensation is still the stress of economic compensation in China, the preventionand the rehabilitation obviously lack the effectiveness to realize the overall function ofemployment injury insurance.
The first part is the introduction. With serious production safety situation in China asthe breakthrough point, to play a function of the trinity of industrial injury insurance,more effectively protect employees rights and interests of safety and health as theresearch object, and introduces the thesis research background, research purpose andmeaning, research status at home and abroad, research methods and research content andso on.
The second part is the theoretical analysis. Defined the concept of the ”Trinity“mode of employment injury insurance system and the related theory of industrial injuryinsurance are summarized.
The third part is the analysis of the construction of the ”Trinity“ mode ofemployment injury insurance system in China. To review the history of the building ofindustrial injury insurance system in our country,reveals the problem of insurance systemimplementation level in oxxr country at present stage,and from the fields of laws andregulations,economic means, management system, this article analysis; the cause of theproblem.
The fourth part is the comparison and analyses employment injury insurance systemsin Germany, America and Japan. Through comparison and analyses of employment injuryinsurance systems in Germany, America and Japan, some desirable aspects has beenrefined for perfecting out for employment injury insurance systems in our country.
The fifth part is for perfecting measures of the ”Trinity“ mode of employment injuryinsurance system. In view of the problems of employment injury insurance system in ourcountry, draw lessons from foreign advanced experience, in the article, relevantcountermeasures are put forward from the fields of theoretical researches, legal means,economic means, management systems and propaganda, for the perfection of theemployment injury insurance system.
The sixth is the conclusions. The perfection of the employment injury insurancesystem is a systems engineering, it must be improved coordination and orderly, in theaspects of the fields of theoretical researches ,legal means, economic means,management systems, propaganda and training.
