摘要：一国实体经济的强大，不仅要有相对较为发达的大中型企业，而且也要有相对自由且充分发展的小微企业。目前，从发达国家的解决发展历程证明，普遍而发达的小微企业是支撑一个国家解决持续增长的基础力量。在我国，小微企业迅猛发展，越来越成为实体经济的坚实基础。2013 年超过一半的国内生产总值与国家税收都来自于小微企业。小微企业，对于我国这样一个人口大国来讲，具有特殊的重要意义：发展小微企业，是扩大就业，减少贫困，保证社会和谐的主要载体；是促进自由竞争，强化市场机制的重要力量；是实现社会主义新农村建设的有效途径；是我国经营机制变革的体现。总之，我国经济总体发展的好坏，人民生活的富足，就业质量的高低，国家经营机制改革的成败，社会的稳定和谐，都与小微企业的发展紧密相关。政府也认识到了小微企业的重要性，自 2011 年以来，相继出台一系列的支持与扶持政策，希望能使小微经济更加活跃。但是在目前我国国民经济增长放缓，经济结构转型压力上升的大背景下，小微企业发展仍然障碍与问题颇多：地区分布与城乡发展不平衡，产业结构与行业分布不合理；税费优惠政策不足，政府政策服务体系不完善；融资渠道缺乏创新，信用担保不完善；发展服务包括教育培训、咨询辅导、信息网络共享平台、技术支持等体系缺乏；小微企业先天缺陷面对如此多的问题，这个数量最大、最活跃的群体到底该如何发展，怎样促进其发展，处于何种生存状态，该如何发展怎样促进其发展，这值得我们去研究与摸索。
本文首先运用历史分析法对我国小微企业演变的历程进行了回顾，通过对其发展演进路径的分析总结出其发展特点。然后采用实证分析与规范分析相结合的方法对我国小微企业现状、成长的影响因素以及面临的问题与问题成因进行了系统分析与归类，最后在分析国际促进小微企业发展经验的基础上，结合我国小微企业自身特点、发展现状与问题及成因，依据企业与环境关系系统理论，提出了如何从外部与内部克服小微企业发展的影响因素，构建一个促进我国小微企业发展的综合体系。该综合体系外部支持系统包括 “社会化支持与服务体系”、“小微金融支持与服务体系”以及“政府政策支持与服务体系”三个子系统。而在这三个子系统中，前两个系统都是建立在第三个系统的正常运行的基础上的。即小微企业各方面服务体系的建立，在很大程度上依赖于政府的政策引导与支持。同时这一体系中的社会化支持与服务体系在实际操作中，是以创业发展为基调的小微企业孵化中心作为运作支柱、平台和主要的组织运营机构的。小微金融支持与服务体系在日常操作中是以小额信贷公司为平台来运作的。综合体系内部是以小微企业营业者“充电”为基础，企业通过进行人力资源、发展战略、创新激励机制等建设，提高核心竞争力。期望这一综合扶持体系能对我国小微企业的发展提供一定的指导。

Abstract
The prosperity of a country depends not only on advanced large enterprises, but alsolarge quantities of micro-small ones with free room for development. Based on theexperience of developed countries, flexible Small and micro enterprises （SME） are thefoundation stone to support the steady growth of a country. SME are growing rapidly,playing an important role in our economy. More than half of GDP and national tax in2013 come from SME alone. SME has a significant meaning to such populous a countryas China. Development of SME will increase employment and reduce poverty, whichwill ensure harmony in our society. It will also promote free competition, which isessential for market economy. Besides, it provides a convenient way to construct newsocialist village as well as modify the structure of our economy. The performance ofSME is deeply involved with the health of economy, the quality of people's daily life, therate of employment and the fortune of state operating mechanism transformation.
Government noticed the importance of SME as a result. A lot of supporting policies wereintroduced to promote SME since 2011. However, there're still many challenges to SME.
The growth rate of GDP is declining these years, bringing a lot pressure to economicreconstructing. It's more difficult to guarantee smooth development of SME. Also SMEis highly imbalanced between urban and rural areas and across industries. There'reinsufficient tax incentives and related government service to SME. Besides, the creditsystem and financing channels for SME are strongly imperfect and this will greatlyincrease financial difficulty. Besides, SME generally lacks modern operating techniquesuch as education and skill training, consulting platform and information technology.
These innate drawbacks together with adverse environment make it difficult for SME todevelop healthily. As a result, it is extremely important to figure out ways to help SME.
In this work, the transformation and development of SME was first analyzed withhistorical method. Then, summed up the characteristics of SME through analyzing theevolution of its development path . After that the status and factors as well as problemsfaced and the causes were systematically studied through empirical and normativeanalysis. Finally, on the basis of international experience in the promotion of SMEdevelopment analysis, combined with our own characteristics of SME as well as its statusand problems and causes, a combined supporting system to promote smooth developmentof SME was proposed based on the theory of enterprise and environmentrelationship.The experience of major economies in Europe, US and Asia-Africa was alsointroduced. In the end, a combined supporting system to promote smooth development ofSME was proposed based on the theory of enterprise and environment relationship. Thisintegrated system of external support systems is comprised of three individual parts,namely society support and service system, SME financial service system andgovernment policy support system. The last system is essential to the former two.
Services for SME greatly rely on the guidance and support of policy. Society support andservice system's operational pillars, platforms and major organizations operating agencyis the Incubation Center of SME. Small micro-finance support and service system basedon micro-credit company as a platform to operate in their daily operations. Thisintegrated system of internal support systems is comprised of enterprise business person“charge”, human resource development strategy, building an innovative incentivemechanisms to improve the core competitiveness. This combined supporting system canbe expected to provide some guidance on the development of SME.
