林业是我国国民经济重要组成部分，是我国的一个基础产业。在我国的国民经济与社会发展过程中占有非常重要的地位，在产业经济发展和生态环境建设过程中起着重要的作用。近年来，随着我国社会主义市场经济体制的发展，森林资源的稀缺性与市场经济对我国林业产业的刚性需求矛盾越来越突出，森林有效供给与日益增长的社会需求的矛盾依然突出，林业产业改革迫在眉睫。因此我们应该加快林业产业化建设，调整林业产业结构，优化林业产业组织，以适应社会主义市场经济发展。
近年来，我国林业的发展取得辉煌的成就。目前正在由传统林业向现代林业过渡，实施林业产业化是实现林业现代化的重要途径。论文在相关理论的指导下，从林业产业结构、林业产业组织形式等方面分析林业产业化发展面临的制约因素，并指出相应的改进措施。对林业产业化的过渡具有重要的指导作用。
林业产业化是以提高和获取经济效益为根本目的，以森林资源为基础，立足于市场需求，依靠先进的科学技术水平，对林地主产区和林产品的主销区实行整体化布局，规模化生产，一体化经营，社会化服务和企业化管理，建立适应社会主义市场经济体制的生产经营体制，最终实现林业的自我积累，自我调节和自我完善。它是国民经济的重要组成部分。
论文立足于我国林情，从我国经济实际出发，借鉴国内外相关理论研究和经验，针对林业产业特点，全面分析了林业产业化发展过程中面临的的制约和影响因素。并对林业产业化的发展提出了切实可行的思路和对策。为临沂市林业化的快速发展提供了理论指导。论文通过运用归纳分析等方法，进一步指出了林业产业化的有效实施需要各级政府和全社会的共同参与。首先，各级政府部门应立足市场需求，制定相应的政策，从制度上保障林业产业化的顺利实施；其次，全社会应正确全面的认识林业产业化的重要性和紧迫性，积极行动起来，投身到林业产业化发展的大潮中来；最后，林业各产业的龙头企业也应充分发挥辐射带动效应，积极进行企业改革，提高科技水平的应用和推广，提高林产品质量和产量、增强林产品市场竞争力，提高林业经济效益；推进林业产业化的发展。同时，对临沂市平邑县经济林林业产业化的发展进行了实地调查研究，为地方实施林业产业化提供依据和参考。

ABSTRACT
Forestry is an important part of the national economy is a basic industry of our country.
In the process of the national economy and social development of our country occupies veryimportant position, in the process of industrial economic development and ecologicalenvironment construction plays an important role. In recent years, with the development ofChina's socialist market economic system, scarcity of forest resources and the marketeconomy of our country forestry industry's rigid demand contradiction is more and moreprominent, the forest the effective supply and the demand of the increasing socialcontradictions are still outstanding, the forestry industry reform is imminent. So we shouldaccelerate the construction of forestry industrialization, adjust the structure of forestryindustry, optimization of forestry industrial organization, to adapt to the development of thesocialist market economy.
In recent years, the development of forestry in China made brilliant achievements. Isnow in the transition from traditional forestry to modern forestry, the implementation offorestry industrialization is an important way to achieve modernization of forestry. Thesisunder the guidance of relevant theories, from the forestry industrial structure, industrialorganization form analysis of the development of the forestry industrialization facing theconstraints, and points out the corresponding improvement measures. Paper based on the forestry in China, from the economic reality in our country, drawlessons from the domestic and foreign relevant theory and experience, according to thecharacteristics of forestry industry in the process of the comprehensive analysis of forestryindustrialization facing the restriction and influence factors. And the development of forestryindustrialization feasible ideas and countermeasures are put forward. As the rapiddevelopment of linyi city forestry provides a theoretical guidance. Paper by using the methodof inductive analysis, further points out that the effective implementation of the forestryindustrialization needs at all levels of government and the participation of the whole society.
First of all, the government departments at all levels should be based on market demand,formulate corresponding policies, from system to ensure the smooth implementation of theforestry industrialization; Second, the whole society should be fully correct understanding theimportance and urgency of forestry industrialization, positive action, and to join the tide offorestry industrialization; Finally, the forestry industry leading enterprises in the radiating anddriving effect, also should give full play to the positive enterprise reform, improve the level ofapplication and popularization of science and technology, improve product quality andproduction, forest products market competitiveness, improve forestry economic benefits;Promote the development of forestry industrialization. At the same time, the linyi city inpingyi county economic forest forestry industrialization development has carried on theon-the-spot investigation and study, provide the basis for local implementation of forestryindustrialization and reference.
