摘要
1979 年，中央广播电视大学正式成立，1998 年我国开始进行现代远程教育的试点工作。
随着试点工作的逐渐开展，远程教育的规模迅速扩大，教学管理上的问题也逐渐凸现出来。
教学管理是学校的核心工作，是维持教学秩序正常运转，实现既定人才培养目标的根本保证，在电大管理中占有重要地位。尤其是中央广播电视大学刚刚更名为国家开放大学，教学管理中存在的问题亟待解决。
本文以青岛市某中等专业学校教学点为例，通过问卷调查及访谈的方式，分析了当前基层电大教学管理的一些基本情况，探讨了存在的问题与原因，并提出了完善电大教学管理的有关对策，以期能为中央电大其他教学点的健康发展提供参考和借鉴，为电大现代远程教育持续稳定的发展奠定坚实的基础。
本文共分为以下四部分：
第一部分：系统分析了相关文献材料，明确了国内外相关研究的基本状况及趋势，并阐明了研究的目的意义及研究的方法。
第二部分：通过对青岛市某中等专业学校教学点学生进行问卷调查和教师的访谈，并对所搜集的数据进行分析处理，从教学过程主要环节的管理、教师及教学行为的管理、学生及学习行为的管理、教学资源的管理及教学管理人员的管理五个方面，分析了当前电大教学管理的现状。
第三部分：针对当前电大教学管理的现状，分析了教学过程主要环节的管理、教师及教学行为的管理、学生及学习行为的管理、教学资源的管理及教学管理人员的管理存在的问题及产生问题的原因。
第四部分：根据当前电大教学管理存在的问题，结合调查问卷、访谈等情况，提出了完善电大教学管理的对策。

Abstract
In 1979, The Open University of China was formally established in 1998, China started thepilot work of modern distance education. With the gradually carrying out the pilot work ofdistance education, the rapid expansion of the scale, the teaching management problems havegradually emerged. Teaching management is the core work of the school, is to maintain thenormal teaching order operation, the fundamental guarantee of realizing the training targetestablished talents, plays an important role in the management of TV university. Especially theThe Open University of China just renamed National Open University, exist in teachingmanagement problems to be solved.
Teaching of vocational school in Qingdao city as an example, through the questionnairesurvey and interviews, analyzes some basic situation of current basic level TV universityteaching management, discusses the problems and causes, and put forward the relevantcountermeasures to improve the teaching management of the University, expect to offerreference and the model for the healthy development of the Central Radio and TV Universityother teaching points, and lay a solid foundation for the development of TVU modern distanceeducation of sustained and stable.
This paper is divided into four parts as follows:

The second part: carries on the questionnaire survey and the teachers through the vocationalschool in Qingdao teaching point the student interviews, and the collection of data analysis andprocessing, from the five aspects of the main links in the teaching process management, teachersand teaching behavior, student management and learning behavior management, teachingresources management and teaching management personnel management, analyzes the presentsituation of TV University Teaching management.
The third part: in view of current situation of TV university teaching management, analyzesthe existing problems of the main links in the teaching process management, teachers andteaching behavior management, student behavior and learning management, teaching resourcesmanagement and teaching management personnel management problems and cause's.
The fourth part: according to the existing problems of current teaching management of TVUniversity, through questionnaire, interview and so on, and puts forward some countermeasuresfor perfecting the teaching management of rtvu.
