摘 要
随着全球经济的快速发展和城市化进程的加快推进，服务业特别是现代服务业在整个国民经济中的地位和作用不断提升。基于现代服务业在推动经济增长、促进就业等方面的巨大作用，以及自身所具备的能耗低、污染小、产业附加值高等优势，大力发展现代服务业是我国当前和未来面临的一项重要课题，对于推动经济发展方式转变和促进产业结构优化具有重要意义。威海市作为沿海开放城市，近年来，现代服务业发展迅速，但与国内外先进城市相比，仍然存在总量不高、内部结构不合理、产业发育不足等诸多问题，研究和探索适合威海市的现代服务业发展模式，不仅能为威海市的现代服务业发展提供决策上的理论支持，而且也对国内其他城市现代服务业发展研究有实践借鉴意义。
本文对现代服务业的相关理论基础进行了论述，明确了现代服务业的涵义、特征及类型，并对威海市现代服务业的涵盖范围进行了界定，进而对当前现代服务业发展现状及未来趋势作了总结和归纳。结合威海实际，对威海市的现代服务业发展现状进行了评价分析。在简要介绍了国内外代表性城市现代服务业发展典型模式之后，按照威海市现代服务业发展模式的构建原则，借鉴产业经济学有关理论和产业集聚相关研究成果，从产业发展和载体支撑两个层面，构建威海市现代服务业发展结构模式。围绕构建的两种模式，本文从政策环境、资金投入、人才保障、管理考核四个方面为威海市现代服务业发展完善了保障措施，并针对性地提出了具体详细的对策建议。
本文围绕具体产业和依托载体，对威海市现代服务业的发展路径进行了研究探讨，希冀能为推动产业跨越式发展有所帮助。

Abstract
With the development of the global economy and the process of urbanizationmoving forward rapidly, the status and role of service industries, especiallymodern service industry continues to improve in national economy. Based onboth the great role of modern service industry in pushing economic growth,promoting the employment and its features of low energy consumption, lowpollution and high added value, to develop modern service industry vigorously isnot only an important issue our country being faced with today and tomorrow, butalso the main content that can achieve the goal, the transformation of theeconomic development pattern and the optimization and upgrading of industrialstructure , which is of great significance to China's economic and socialdevelopment. Weihai, as a coastal open city, in recent years, has developed themodern service industry rapidly. However, compared with the advanced cities,there are still some issues, such as the total quantity is not enough, the internalstructure is irrational, the underdevelopment of industries, and so on. Toinvestigate and explore the development model of modern service industry inWeihai can not only provide theoretical support for decision-making on thedevelopment of modern service industry, but also offer practical reference toother cities in China on the development research of modern service industry.
The thesis discusses the related theoretical foundation of modern serviceindustry, which defines the meaning, characteristics, types and the scope ofmodern service industry. It summarizes and generalizes the current developmentsituation and future trends of the modern service industry, and on this basis, thedevelopment situation of modern service industry in Weihai were commented.
After a brief introduction of the typical development pattern of modern serviceindustry in domestic and foreign representative cities, the research builds thedevelopment structural model of modern service industry in Weihai from the twoaspects of industrial development and carrier support, according to theconstruction principles of the development model of the modern service industryin Weihai and by learning related theories about industrial economics andresearch results on industrial agglomeration. Around the two models beingconstructed, it builds the security measures for the development of modernservice industry in Weihai from four aspects, the policy environment, funding,personnel security, and management and evaluation, and specifically it putsforward some detailed suggestions.
Around the specific industry and carrier relied on, the thesis discusses thedevelopment path, which the author hopes it is helpful to promoting the leapingdevelopment of industry.
