摘 要
乐亭县的投资环境虽然不断优化,但仍然存在基础设施建设不完善、相关保障机制不健全以及投资环境建设责任追究执行法力等问题,对乐亭县投资环境建设造成了严重的影响,因此,如何优化乐亭县投资环境成为乐亭县政府面临的首要问题。
本文主要采用的研究方法包括文献综述法、比较分析法以及理论与实践结合法。第一,本文首先对投资环境的概念、类型以及作用进行了简单的分析和介绍,随后分别选取包括比较优势理论、垄断优势理论以及国际生产折衷理论在内对外直接投资动因的理论以及包括增长极理论、点轴开发理论以及梯度转移理论在内的引进外商投资动因的理论进行阐述。第二,对京津冀协同发展的背景进行了论述,重点分析了京津冀协同发展对当前乐亭县的交通、税务金融、人才、医疗等方面产生的影响。
并通过对乐亭县基本投资环境和三区一园建设现状分析,并对乐亭县投资环境进行了 SWOT 分析,从而为有针对性的提出乐亭县投资环境优化的对策奠定基础。第三,通过分析乐亭县投资环境调查问卷,找出了投资环境存在的问题,具体包括思想不够解放、服务质量尚待提高、执法不够规范、优惠政策仍需挖潜、市场环境还需不断优化以及要素供给有待加强等六个方面问题。通过对问题的分析,为进一步优化乐亭县投资环境,找出了问题的关键点。第四,在乐亭县投资环境建设存在问题分析的基础上,依据优化投资环境的原则和方法,结合乐亭县投资环境优化的实际,提出从乐亭县投资服务环境优化、加快乐亭县新型城镇化建设进程以及健全乐亭县投资环境优化的保障机制等三个方面优化乐亭县投资环境的基本策略。
本文研究以乐亭县投资环境建设现状为切入点,从乐亭县投资环境建设的成效、存在的问题等几个方面对乐亭县投资环境进行整体的评价分析,并在此基础上结合乐亭县的实际情况,提出与乐亭县社会经济发展相适应的投资环境的优化策略,以期待为乐亭县的投资环境建设贡献自己的一份微薄力量。
