近年来由于社会道德责任缺失造成的食品安全事件引起了越来越多人的关注,食品是关系到生命健康的商品,食品业是国民经济发展的重要产业。食品安全问题是民生问题,关系到全面建成小康社会,关系到经济发展和社会稳定,是亟需解决的社会问题。食品安全问题可以归因于各个责任主体的法律和道德失范。探讨解决食品安全的出路,不能仅仅靠管理学、经济学、政治学、法学路径,还要从道德层面对食品安全社会道德责任进行分析和研究,以期从根源上找到解决食品安全问题的办法。本文通过我国食品安全现状分析,寻找造成当下食品安全问题频发的原因,从经济德性及道德责任视角探究解决问题的路径,提出了食品企业、政府、公众在食品安全方面如何履行道德责任的对策。
本文研究的目标主要是通过相关伦理学理论,从社会道德责任建构的角度找寻解决食品安全问题的出路。文章总体上分为四个部分,第一部分主要对食品安全社会道德责任这一概念进行界定,明确了食品安全社会道德责任的涵义,对现行的社会道德责任进行分类,找到了三种流行的分类方式,又运用所学伦理学基本知识从道德角度,对食品安全社会责任进行了伦理考量。第二部分,首先概括了食品安全社会责任的缺位现状,通过两个典型案例进行进一步的论证,归纳总结食品安全问题的主要表现形式,通过案例分析和数据对比,对人们关心的主要食品安全事件进行剖析,该部分主要是从实践角度对食品经济发展与道德失范的二律背反进行研究,得出道德约束是食品安全社会责任实现的必然路径。最后通过对食品安全社会责任缺失的原因分析以期从理论上明确食品安全问题中的各个主体的社会责任。第三部分,主要从伦理学视角深入分析了义与利的辩证统一关系、经济德性论,得出企业是经济人和道德人的复合体,重点分析道德力在企业自律、政府监管和公众监督中的作用。第四部分,在第二部分总结出的原因的基础上,在第三部分伦理学理论的指导下,找寻解决食品安全问题的措施。如何去重塑经济人的人情味,从伦理视角分析道德是企业的核心竞争力,如何让各环节主体切实肩负起社会责任、如何让食品业赢回社会信任,切实树立起良好的社会形象,并从人文关怀角度关注食品经济健康发展。
食品安全社会道德责任缺失的对策是本文的重点,本文力图通过如下对策解决食品安全问题:第一,政府从宏观上为企业建立道德评价体系,加快企业社会责任相关的法律体系建设,增强重典治乱的决心和监管责任感。第二,公众监督提升企业的美誉度。要树立正确的道德舆论导向,强化社会监督作用,引导消费者树立健康的消费观念,培养消费者积极的维权意识。第三,重塑“经济人”的道德形象,针对企业社会道德建设做做了可行性分析,理顺企业和道德之间的关系,找出企业社会道德的养成途径,分析企业履行社会道德的意义。

Abstract
Food safety incidents in recent years for the lack of social moral responsibility resultingattracted more and more attention, food is related to the life and health of commodities, foodindustry is an important industry in national economic development, food safety issues arelivelihood issues related to building a moderately prosperous society, the relationshipbetween economic development and social stability is needed to solve social problems. Foodsafety issues in the final analysis is the individual responsibility of the main moral anomiecaused. Explore a way to solve food safety, not just rely on management, economics,political science, law path, but also from the moral dimension of analysis and research onsocial and moral responsibility for food safety, in order to find a solution to the problem offood security from the roots. By analyzing the food security situation, looking for reasons,thinking to solve the path from the point of view of economic virtue, raised food business,government, public food safety measures to fulfill the moral responsibility.
The main goal of this research is through the relevant ethical theories, from theperspective of the social construction of moral responsibility to find a way to solve theproblem of food security. Overall the article is divided into four parts, the first part of thefood safety community to define the concept of moral responsibility, a clear social and moralresponsibility for food safety implications of the existing social and moral responsibility toclassify, find three popular classification way, they use what they have learned the basics ofethics from the moral point of view, the social responsibility for food safety were ethicalconsiderations. The second part begins with an overview of the status of food securityabsence of social responsibility, for further argument by two typical cases, food safety issuesare summarized main forms, through case analysis and comparison of the data on people'smain food safety concern event analysis, which is part of the food from a practical point ofview of economic development and moral anomie antinomy study obtained ethicalconstraints are inevitable path of social responsibility to achieve food security. Finally, forfood safety reasons for the lack of social responsibility in order to theoretically clear analysisof food safety issues in all the main social responsibility. The third part, from an ethicalperspective of in-depth analysis of the dialectical relationship between justice and profits,economic virtue theory, economic and ethical business is derived human complex, focuseson self-discipline and moral force in the enterprise, government regulators and the publicsupervision role. The fourth part, based on the second part summarizes the reasons, under theguidance of the third part of the theory of ethics, to find measures to address food safetyissues. How to reshape people's humane economy, from an ethical and moral perspective ofthe analysis is the core competitiveness of enterprises, how to make all aspects of the subjecteffectively undertake social responsibility, how to get the food industry to win back the trustof the community, and effectively create a good social image, and concerned about foodhealthy economic development from the perspective of human care.
Social and moral responsibility for the lack of food safety measures is the focus of thisarticle, this article seeks to address food security issues through the following measures:First, the government set up the regulatory framework for corporate ethics, the governmentestablished a macro moral evaluation system, and accelerate the construction of corporatesocial responsibility related to the legal system, strengthen supervision of Severe Punishmentof determination and sense of responsibility. Second, the public oversight enhance corporatereputation. To establish a correct moral guidance of public opinion, strengthen the role ofsocial supervision, and guide consumers to establish a healthy consumer attitudes, positiveconsumer rights awareness training. Third, reshape “economic man” moral image,corporate social moral construction doing a feasibility analysis, rationalize the relationshipbetween business and ethics, corporate social morality to find ways to develop, analyzecorporate social ethics sense of responsibility.
