水，是一座城市的幸福底线，关系千家万户。
什么是生态水城？通俗来讲，打开水龙头就能喝上放心水、生活污水的每一点每一滴都能进行收集处理、下雨也不担心水浸街、河流干净的可以随时游泳等等，这些现象就是我们心目中的生态水城。
广州市花都区境内河流众多、水系发达，一直拥有着“岭南水乡”的美称。
受历史发展因素的影响，花都区在经历经济快速发展的阶段时也不可避免的重复了一些发达国家（或国内发达地区）的做法，即先生产、后生活，甚至牺牲生活用之于发展生产，忽视了水生态对美化城市环境、改善城市内涵的重要性。近年来，随着花都区城市进程和经济建设的不断加快，特别是广州副中心战略的启动实施，河道缩窄、河涌淤积、水体污染、水质性缺水、水土流失、人文水景观环境差等现象十分普遍，这些现象又反作用于花都区的社会与经济发展，以致产生了较大地不利影响。
以科学发展观为指导，坚持以人为本、人与自然和谐相处为原则，坚持“高标准规划、量力而行分步实施”的思路，依靠花都区的自然条件和资源优势，加强城市水务建设，力求水安全、水景观、水环境、水生态和水文化的有机结合，让广大市民早日享受优美的生活环境，是目前区委区政府和各职能部门的一项重要课题。
本文根据花都区城市化进程中的水资源、水环境以及洪涝灾害等问题，以公共管理学理论知识为基础，借鉴国内外关于水生态问题的研究成果，对花都区的水生态文明建设问题进行了分析、研究。借此希望对花都区建设生态水城的举措起到一定的借鉴作用，以期达到如下预期目标：城乡防灾减灾工程整体达到设防水平、城市供水水源得到充分保障、水环境和水生态得到基本修复、基本保证社会主义新农村提高综合生产能力、形成科学治水和协调治水的新机制。
文章共分为五个部分。第一部分绪论，主要阐述了花都区水生态文明建设的研究背景、研究现状、研究内容和研究方法；第二部分水生态文明建设概述，主要解释了其内涵及工作内容，同时介绍了建设的意义和重要性；第三部分花都区水生态简述，内容主要包括花都区概况及水系特点、花都区水生态现状和花都区水生态文明建设现状，介绍了情况、肯定了成绩；第四部分花都区水生态文明建设存在的问题及原因分析，分水生态保护意识缺失、政策体系不完善、管理措施落后、水务工程建设滞后、水环境恶化五个方面研究了目前的问题所在，并适时的加以总结分析，引出研究对象的同时也点出了加以综合整治的迫切性；第五部分花都区水生态文明建设的完善建议，对应着前文提出的水生态保护意识缺失等五个方面问题提出建议措施，以增强全社会的水忧患意识和综合治理工作。

Abstract
There are vital relationships with citizens because water is the wellbeing-bottomline of the city.
What is the ecological city? Generally speaking, these ideality phenomena is in theminds of our ecological waterside-town:that is drinking safe water when you turn on thetap; every drop of sewage can be collected and disposed; do not worried aboutwaterlogging in the street; swimming at clean river any times and so on.
These are many rivers in Huadu District of Guangzhou, which has a “splendor”reputation. Affected by factors of historical development, Huadu District inevitablyrepeat some of the practices of developed countries （or developed areas） in a stage ofrapid economic development , that is production first, life last , even at the expense oflife and giving back to the development of production ,and ignore the importance ofaquatic ecosystems to beautify the urban environment, and ignore improve urbanconnotation. In recent years, with the accelerating process of city and economicconstruction in Huadu District, especially since the start-up of the implementation of thestrategy sub-center in Guangzhou, the narrowed river, creek siltation, water pollution,lack of water, soil erosion, water humanities landscape the environment is widespread,these phenomena have an effect on social and economic development of HuaduDistrict,which has a largely negative impact.
Let the citizen enjoying comfortable environment as early as possible is animportant project and challenge for the district government and various functionaldepartments.We must insist on the principle of scientific development concept , theprinciple of people-oriented, the principle of man and nature live in harmony ,adhere tothe ideas of “high standards of planning and steady development”,rely on the naturalcondition and resources superiority in Huadu District , strengthen the construction ofurban water, strive to the organic combination of water safety, water landscape, waterenvironment, water ecology and water culture.
This paper analyzes and studies the construction of water ecological civilization inHuadu District, according to the problems of water resources, water environment andflood disasters in the process of urbanization in Huadu District,based on the theory ofpublic management.This article contribute to the construction of ecologicalwaterside-town in Huadu District,and aim to the following aspect: rural and urbandisaster prevention and mitigation engineering reached fortification level entirety, urbanwater supply sources are fully protected, majority water environment and waterecological repair, guarantee improving the new socialist countryside comprehensiveproduction capacity basicly, come into being the new mechanism of scientific floodcontrol and coordination of flood control.
The article is divided into 5 parts. The 1st part---of introduction, mainly interpretedthe the research background, research status, research contents and research methods ofwater ecological civilization construction of Huadu District;The 2nd part---of the waterecological civilization construction, mainly explains the connotation of ecologicalcivilization construction water, work content, introduces the meaning and importance ofwater ecology civilization construction;The 3rd part---the water ecology of HuaduDistrict ,including Huadu District situation and characteristics of the drainage waterecological status and the present situation of the ecological civilization constructionsituation of Huadu District, introduce and affirms the achievements; The 4th part---thewater problems existing in the construction of ecological civilization and the reasonanalysis in Huadu District,divide into 5 aspects to study the current problem, and timelysummary analysis, raises the object of study and also points out the comprehensiverenovation of urgency. Thses existing water problems including lack of waterconservation awareness, imperfect policy system, backward management measures,lagging water project construction , the deterioration of water environment ; The 5thpart---that in order to strengthen the water suffering consciousness and comprehensivework of the whole society improve the suggestion of ecological civilization construction,corresponds to the existing water problems in five aspects such as lack of waterconservation awareness.
