近年来，中国石油企业在拉美地区的投资也越来越多，而如何规避石油企业在拉美地区进行投资和合作的风险，对风险进行有效控制，促进石油企业在拉美投资的健康发展，成为摆在中国石油企业面前的课题。本文的研究不仅为中国石油企业在“走出去”过程中的风险管控提供理论反思，还对中国石油企业在拉美投资的风险识别与管控具有重要实践意义。本文首先对中国石油企业在拉美地区的投资概况及其风险进行分析，认为其不仅需要面对政治风险、经济风险、法律风险等，还需要面对社会风险、安全风险等。其次，本文通过案例分析探讨了中国石油、中国石化、中国海油、中化集团等石油企业在拉美地区的投资的风险管控实践。再次，本文归纳出中国石油企业在拉美地区投资的风险管控所存在的问题与不足：风险控制支持机制不健全，风险消解策略不到位，风险管理能力有待提高，石油行业国际化人才稀缺。最后，基于中国石油企业在拉美地区投资的风险管控存在的问题，提出风险控制优化路径，包括建立风险监测机制，合理进行地域选择，提高石油企业风险管理能力，构建信息对话与纠纷协调机制，加强石油企业强强联合，国际化人才培养。

AbstractChinese oil companies have been investing more and more in Latin America in recentyears and as a result, it has become a priority subject in front of the oil companiesabout how to avoid the risks of investing and cooperating in Latin America, how tocontrol risks effectively, and how to promote a healthy development in investing inLatin America.This thesis not only provides a theoretical reflection for Chinese oilcompanies on risk management in out-going process, but also offers an importantpractical significance in risk identification and management of Chinese oil companiesinvesting in Latin America. First of all, this thesis gives out a overview on investmentin Latin America and an analysis on relevant risks, such as political risks, economicrisks, legal risks, social risks and security risks. Moreover, through case studies thethesis discuss the practices in risk control of oil companies such as CNPC, SINOPEC,CONNC and SINOCHEM GROUP. Further more, the thesis summarizes the problemsand shortcomings in risk management of Chinese oil companies investing in LatinAmerica. Risk control support mechanism is not perfect, the risk of digestion policiesare not in place, the risk management needs to be improved, and the international oilindustry is in talent scarcity. Last but not least, based on the problems andshortcomings above, the thesis provides improvement on risk management, includingthe establishment of risk monitoring mechanism, a reasonable as geographic selection,enhancing oil enterprises risk management capabilities, forming information dialogueand dispute coordination mechanism, promoting oil business powerful combinationand training international talents.
