摘 要
当前我国约有 1.2 亿新生代农民工，该群体日益成为我国农村外出务工人员的主体。同时，我国正处于社会转型的关键时期，党和政府日益重视良好社会心态的培养和塑造。人数众多的新生代农民工社会心态状况的健康与否，将会在很长的一段时间内对我国经济社会的发展产生影响，将会在很大程度上决定我国新型城镇化、市民化的进程与质量。因此，对新生代农民工群体心态状况开展实地调查，重点分析该群体不良社会心态的表现与成因，在此基础上，探索培育其良好心态的举措，在当前具有很强的现实意义。
本研究主要运用了问卷法和访谈法，对北京和广州两市 460 名新生代农民工进行了实地调查。在对该群体社会心态现状进行了较为深入的定量研究基础上，具体分析了当前该群体 5 种不良社会心态及其表现，即边缘化心态、被剥夺心态、迷茫焦虑心态、底层认同心态、无能为力心态。在此基础之上，从相关政策的落实与监督不力、诉求表达渠道不畅以及户籍制度导致公民身份不平等三个方面论述了政府在新生代农民工群体良好心态塑造中的责任缺失。最后，通过对调查过程中新生代农民工群体需求与对政府期望的整理与归纳，提出了政府在新生代农民工良好社会心态塑造和培养过程中应当承担的相关责任，即改善新生代农民工基本生活、保障其正当权益、理顺城乡关系和加强政府自身建设。

Abstract
At present there are about 120 million new generation migrant workers, the group hasincreasingly become the main body of rural migrant workers in China. At the same time, our countryis in a critical period of social transformation, the party and the government is paying more and moreattention to the cultivation of good social mentality. The social mentality condition of large numberof new generation migrant workers will have an impact on the economic and social development ofour country in a long period will have a great influence on the new urbanization, urbanizationprocess and quality. Therefore, to carry out the field investigation about the new generation ofmigrant workers group mentality condition, to analyze the performance and origin of adverse socialmentality, on this basis, to explore how to cultivate the good state of mind, has a strong practicalsignificance currently.
This research mainly uses the questionnaire and interview method, almost 460 new generationmigrant workers in Beijing and Guangzhou have been investigated. On the basis of in-depthquantitative research on the social mentality of the group, this paper concrete analysis of five currentadverse social mentality, namely marginal mentality, deprived of mentality, anxiety, confused state ofmind, the underlying identity, powerless state of mind. And then from three aspects, the lack ofpolicy implementation and supervision, express channel impeded claims, and the householdregistration system to citizenship inequality to discuss the lack of responsibility of government inshaping new generation migrant workers good mentality. Finally, by classifying the new generationof migrant workers needs and expectations of government in the process of investigation, the paperputs forward four advises that the government should conduct in order to shape and cultivate goodsocial mentality of the new generation of migrant workers, that is to improve the new generationpeasant workers' basic life, to safeguard their legitimate rights and interests, to straighten outrelations between urban and rural areas, and to strengthen the construction of the government itself.
