摘 要
依法治国建设一直以来都是维护我国经济社会稳定发展的重要保障,是构建社会主义小康社会的重要条件。建设社会主义小康社会的基础就是构建文明和谐农村,改革创新农村农业发展模式,推进农村地区的法制建设与管理。近几年,随着我国城镇化改革步伐的加快,农村的经济与社会环境迅速得到改善,农业及其相关产业的市场化水平逐渐提升,农村的管理逐渐进入一个规划化的轨道。但是,根据我国全面建设社会主义小康社会的目标来看,现阶段农村的精神文化建设水平依然处于一个初期阶段,尤其是农村法治文化建设方面更是呈现管理水平偏低,农民生活缺乏法律知识的普及,农村环境缺少文化氛围等问题;再加上农村大量外出打工人员的回流,导致农村情况更为复杂化,各主体之间的矛盾呈现多样化的特点。因此,对于现阶段的农村而言,非常有必要增强普法教育体系的研究工作,摸索适合我国农村基本情况的法制教育与宣传活动,积极弘扬法治文化精神,增强农民的法律意识,政府及相关部门要以解决矛盾为前提,逐步推进农村的法治管理机制,进而推进依法治国基本方略的全面实施。
文章主要分为五部分,主要是通过文献研究法、问卷调查法和案例分析法展开研究与分析。第一章绪论,主要阐述内容包括本文的研究背景、研究目的与意义、国内外研究现状、研究内容与方法,以及研究路线与主要创新点。第二章农村普法教育理论概述,内容主要包括普法教育的本体论与农村普法教育必要性分析两大部分,其中本体论主要从概念、目的、特点和作用四方面入手,对普法教育的基本概念进行详细地阐述。第三章温州经济技术开发区农村普法教育现状分析,主要从普法教育主体、客体、教育过程及途径展开深入地探索,结合经济技术开发区的实际情况进行多方位的研究工作。第四章温州经济技术开发区农村普法教育问题及原因分析,通过前文对现状的分析,发现经济技术开发区的普法教育工作在保障机制、思想认识、普法对象、具体内容四个方面存在问题,严重阻碍了普法教育工作的开展,降低了普法教育的效果,而产生这些问题的主要因素则集中在普法队伍结构单一、封建思想滞后等四方面。第五章提升温州经济技术开发区农村普法教育效率的建议,从六个方面进行优化,分别是健全保障机制、提升普法意识、贴近普法对象、创新普法形式以及增强互动。
整篇文章的最终目的是为了创新农村的管理模式,增强农村居民的法律意识,提升农村地区居民的维权意识与责任意识,尤其是结合实际对区域性农村地区的普法教育工作提供参考意见,以改善农村普法教育的模式,提升农民的整体精神文明素质,推动农村地区经济环境、社会环境、法律环境的稳定持续发展。

Abstract
The construction of rule of law has always been an important guarantee for themaintenance of economic and social stability and development. It is an importantcondition for building a well-off society. The foundation of building a socialistwell-off society is to build a harmonious socialist countryside, reform and innovatethe rural agricultural development model, and promote the legal system constructionand management in rural areas. In recent years, with the acceleration of the pace ofurbanization in China, the rural economy and social environment has improvedrapidly, and the level of agriculture and related industries has gradually improved, andthe management of rural areas gradually into a planned orbit. However, according tothe goal of building a well-off society in China, the level of spiritual culture is still inan early stage, especially in rural areas, the lack of legal knowledge, the lack ofcultural atmosphere, rural environment and other issues. Therefore, for the rural areasat the present stage, it is very necessary to enhance the research work of the legaleducation system, groping for the basic situation of countryside of our country oflegal education and publicity activities, and actively promote the cultural spirit of therule of law, enhance the legal consciousness of the peasants, the government andrelevant departments to solve the contradiction as the premise, and gradually promotethe rule of law in rural areas management mechanism, and promote the developmentof the full implementation of the basic strategy of governing the country according tolaw.
The full text includes five chapters, the main research method is literaturereading method, questionnaire survey method and case analysis method. The firstchapter is the introduction, which mainly describes the research background, purposeand significance, research status, research contents and methods, and the researchroute and the main innovation points. The content mainly includes the analysis of thelegal education of ontology and rural law popularization education two parts, whichontology mainly obtains from the four aspects of the concept, purpose, characteristicsand function, the basic concepts of legal education were described in detail. The thirdchapter Wenzhou Economic and Technological Development Zone LawPopularization in rural areas education present situation analysis, mainly from thelegal education main body, object, and the process of education and ways of spreaddeep exploration, make a multi-faceted research work according to the actual situationin the economic and Technological Development Zone. In the fourth chapter,Wenzhou Economic and Technological Development Zone Rural Legal EducationProblems and cause analysis, the foregoing analysis of the status quo, problems inguarantee mechanism, thinking and understanding, campaign object, the specificcontent of the four aspects of legal education in the economic and TechnologicalDevelopment Zone, and it seriously hinder the development of legal education,reducing the effectiveness of legal education, and main factors of these problems areconcentrated in the legal team structure is single and the feudal ideology lag and so onfour aspects. The fifth chapter enhance Wenzhou Economic and TechnologicalDevelopment Zone, rural law popularization of education efficiency and optimizationfrom six aspects, respectively is perfect guarantee mechanism, enhance the legalawareness, close to the campaigns object, innovative forms of law popularization andenhance interaction.
The ultimate purpose of the whole article is to the management mode of the ruralinnovation, enhance the legal consciousness of rural residents, improve the ruralresidents awareness of rights and responsibility consciousness, especially combinedwith the actual legal education of regional rural areas provide a reference, to improvemodel of legal education in rural areas and improve the whole quality of peasants inspiritual civilization, to promote the sustainable development of rural area economicenvironment, social environment, legal environment of stable.
