摘 要
互联网的迅速发展和广泛运用，极大地影响着人们的生产方式、交往方式、信息传播方式、思维方式和生活方式。近年来，网络已经成为了满足人们精神文化需求的新途径、社会思潮汇集的新平台、公众诉求的新渠道和意识形态斗争的新阵地。在这种形势下，进行网络法制教育，建立网络环境下的政府法制教育机制，既是政府法制教育发展的需要，也是网络思想政治教育发展的使然。对政府法制教育形式的丰富与影响力的增加具有重要意义。
从传统的政府法制教育到网络时代的政府法制教育，是政府法制教育形式的巨大进步。开展网络环境下政府法制教育是增强政府法制教育实效性的重要抓手，是十八届四中全会后实施依法治国方略重要举措。
笔者认为，在当前开展网络环境下政府法制教育机制建设，有许多有利条件：首先，互联网技术的迅猛发展，为网络政府法制教育机制建设奠定了物质基础；其次，以宪法为核心的社会主义法制体系的建立，为网络政府法制教育机制建设提供了制度依据；当然，网络环境下政府法制教育的经年发展，为网络环境下政府法制教育机制建设提供了实践基础。本文在仔细梳理当前网络环境下政府法制教育机制构建现状、特征的基础上，探讨了当前网络政府法制教育机制建设中存在的形式运动化、资源整合利用率低下以及保障体系不够健全等主要问题；初步分析问题发生的原因，认为主要原因是法制教育机制建设的观念和认识落后、缺乏法律法规的规范指导、法制教育的组织和指导力量薄弱等。最后，从思想认识、机制构建、方法内容、保障体系等方面就如何加强网络环境下政府法制教育机制建设提出了自己的对策和思考。

Abstract
With the rapid development of Internet and wide use, greatlyinfluencing people's mode of production, way of communication,information dissemination way, mode of thinking and way of life, thenetwork has already become to meet people's spiritual and cultural needs ofthe new way, the social trend of thought brings together new platform, thepublic demands of the new channels and new positions of ideologicalstruggle. Network ideological and political education started from thenetwork tool based on understanding, to the stage of establishing agovernment legal education mechanism under network environment, is thesituation. Study on government under the environment of network legaleducation mechanism, the main body of legal education of the rich hasimportant significance.
In this paper a serious study of the party's eighteen big since therelevant requirements concerning the legal education on the basis of thestudy, serious problems and the characteristics of the current legal education,especially in the presence of the government under the environment ofnetwork legal education mechanism problems. The basic concepts of legaleducation of the government under the network environment is studied, andthe present research status of network on the contents of legal education,education object, education system and education problem countermeasurewere analyzed respectively, and the government under the environment ofnetwork legal education mechanism research ideas, difficulties and methodsare analyzed; the forms of government legal education from the traditionaleducation form to network legal education at present is briefly analyzed, andfrom many angles to the network as the objective basis and the necessity ofthe government legal education carrier are analyzed respectively from thestatus quo, construction, characteristics and development process of the three aspects of the government under the network environment theconstruction of legal system education mechanism, and points out that theunder the environment of network legal education system exists in the formof “movement”, the integration of resources utilization rate is low, and thesecurity system is not sound enough of the three major problems, and thereasons were analyzed; aspects separately from the ideologicalunderstanding, mechanism construction, method content, security systemand summarized, suggestions for strengthening network environmentgovernment legal education mechanism proposed.
In the eighteen major party proposed “to carry out the law publicity andeducation, to carry forward the spirit of socialist rule of law, establish asocialist concept of the rule of law, sociology of law based enhanced fullrespect the law-abiding consciousness of the usage of” Research on dynamicanalysis, focus on the front, the network as the necessity of governmentlegal education carrier on the basis of the investigation, under the networkenvironment the government legal education practice status, problems andreasons of the empirical analysis, and then proposed the countermeasure.
