摘 要
当学校安全教育工作一步步加强时，学校安全事故却频频发生，这不得不让我们重新审视学校安全教育，尤其是农村小学安全教育。本研究以湖南省湘阴县农村小学为研究对象，采用文献法、问卷调查法和访谈法等研究方法，从安全教育意识、安全教育管理、安全教育内容、安全教育途径和安全教育效果五个方面了解湖南农村小学安全教育现状。
调查结果显示湖南省农村小学安全教育整体状况良好。湖南农村小学安全教育取得的成绩有：第一，创设了“安全人人讲”的县域社会环境；第二，构建了“横向到边、纵向到底”的县域学校安全管理机制；第三，开发了农村安全教育中的“生活元素”.
但是，湖南省农村小学安全教育依然存在一些问题：第一，农村小学内部“重管理轻教育”问题突出；第二，安全教育意识师生差别大，学生安全教育认知存在偏差；第三，安全教育管理“软件强于硬件”,教学硬件配备不齐；第四，安全教育内容重身体轻心理、重传统轻现代；第五，留守家庭多，安全教育家庭资源难利用；第六，农村小学生安全教育存在群体性差异；第七，农村小学教师安全教育存在群体性差异。针对调查结果，本研究有针对性地提出了一些改善建议。首先，教师不仅要注重农村学生的群体性差异，还应齐抓教学与安全工作。
其次，学校不仅要构建返回乡村生活世界的安全教育，还应重视农村教师的安全教育，更要完善农村安全教育体系。最后，国家一方面要意识到安全教育与安全管理同等重要，另一方面还要构建家庭、学校、乡镇三位一体的学生安全“防护网”.

Abstract
While the work for school safety education strengthens step by step,the school safety accidents frequently occur, this has to let us tore-examine the school safety education, especially the safety education inrural primary schools. This study takes rural primary schools in Xiangyincounty of Hunan province as the research objects, using literature method,questionnaire survey method and interview method and other researchmethods. The purpose of this study is to describe and explain the currentsituations of safety education in rural primary school from theconsciousness of safety education, safety education management, safetyeducation content, safety education way and the effect of safetyeducation.
This study shows that the safety education in rural primary schooloverall in good condition. The achievements are as follows:First, create acounty-level social environment of “everyone speaks safe”; Second, buildthe county-level school safety management mechanism of “Transverse tothe boundary, vertical to the end”; Third, explore “life elements” in therural safety education.
However, safety education in rural primary school in Hunanprovince still has some problems:First, the problem which relies heavilyon management rather than education in the the rural primary school isserious; In the second place, there are some differences in theconsciousness of safety education between teachers and students, andstudents have cognitive bias in safety education; Third, safe educationmanagement has a common phenomenon which software is moreimportant than hardware,and the rural schools haven't fullyteaching hardware equipments; Fourth,there are central tendency whichrelies heavily on physical health rather than psychological health, laysemphasis on traditional health rather than modern health in the safetyeducation content; Fifth, with the huge numbers of the splittingup of families, the family education resources are hard to use to safetyeducation; Sixth, there are group differences in students' safety educationof rural primary schools; Seventh, there are group differences in teachers'safety education of rural primary schools.
On the results of the survey, this study puts forward some improvingSuggestions:In the Teachers' level: pay more attention to group differenceof the rural students;according to “one position with tworesponsibilities”, undertake teaching and security work. In the Schoollevel: build the safety education which returns to rural life; pay attentionto the rural teacher's safety education; Improve the safety educationsystem. In the National level: change idea, safety education and safetymanagement are equally important; Build a protective screening whichcombines families, schools with rural towns.
