摘 要
最近几年东莞市在社会保障制度建设上成绩斐然，不仅扩大了社会保障的覆盖范围，也提高了保障水平。但是应该理性的看到，东莞市在社会保障制度建设上还存在不少的问题，这在一定程度上影响到社保体系应有作用的良好发挥。
本文从东莞市现有的社会保障制度作为出发点和研究对象，在多方面搜集资料的基础上运用文献研究、访谈与比较分析的方法详细分析了东莞市社会保障制度的结构和内容，以及最近几年东莞市在社会保障事业上所采取的制度措施及其实施效果，就东莞市社会保障制度建设情况进行了比较客观的评价。同时，通过比较分析，发现东莞市城市化进程当中社会保障制度的不足，针对这些不足结合社会保障制度的性质、目的以及自己对这一问题理解提出相应的对策建议。
通过研究东莞市社会保障体系，认为现在东莞市社会保障体系存在的问题主要表现在社会保障体系总体来说不健全、社会服务机构存在项目执行的偏差、社会保障立法滞后等几个方面上，这些问题的存在不仅影响到社会保障体系作用的发挥，也影响到东莞市的城市化进程。针对存在的问题，结合现有的研究资料，主张东莞市应该将社会保障体系建设提高到战略发展的高度，希望能够对东莞市社会保障体系建设提供一点帮助，同时为其它地区社保体系的完善提供一些启示。

Abstract
In recent years, Dong guan has made brilliant achievements in the social security systemconstruction, not only expanded the coverage of social security, but also improved the securitylevel. But it should be rational to see, there are still a lot of problems in the social securitysystem construction of Dong guan. These problems have an effect on social security system tosome extent.
The article studies the existing social security system of Dong guan , and analyzes thestructure and content of it except the social security measures taken by the system and itseffect in recent years based on the data from many aspects using literature research 、thesocial survey method and comparative analysis method, then evaluates the constructionsituation of the social security system of Dong guan. In the mean time, it also discovered theshortcomings of the social security system during the urbanization process of Dong guan bythe comparative analysis. For these deficiencies in combination with the nature and purposeof social security system and my understanding of the problem it has put forward thecorresponding countermeasures and suggestions.
We could know that the problems of social security system mainly in the followingaspects by studying and comparing the development process of Dong guan. First, the socialsecurity system in general, is not perfect. Second, there is a deviation in projectimplementation of social service agencies. Last but not least, social security legislation existsshortage. These existing problems affect not only the role of the social security system, butalso the urbanization process of Dong guan. It advocates Dong guan social security systemshould be raised to the height of strategic development, based on the existing research data.Hope to provide help for the social security system of Dong Guan City, while providing someinspiration for other regions.
