摘要：2012 年，国务院发布了全国海洋经济发展“十二五”规划的通知，明确地提出了我国海洋经济发展的指导原则与发展目标、主要海洋产业发展方向及布局、发展各具特色的海洋经济区域、加强海洋资源与环境的保护措施等海洋发展战略规划。海洋开发的步伐正在全球范围内迅速加快，开发和利用海洋资源将成为世界形势的主要特征之一。河北省地处渤海之滨，海洋资源类型比较齐全，为海洋经济的发展提供了有利条件。大力开发利用河北省海洋资源，加快发展河北省海洋经济，对培育新的经济增长点、增强国民经济实力、实现河北省现代化建设的战略目标具有重大意义。
本文从河北省海洋经济发展的现实情况入手，紧扣实际，运用偏离份额分析法对全国11个沿海省市的海洋三次产业产值以及河北省海洋产业内各部门产值进行对比分析，于理论研究基础上提出实际问题的解决对策。主要研究思路及内容如下：
1、简要介绍河北省海洋经济发展现状以及海洋科学技术发展情况；2、运用偏离份额分析模型对国内沿海城市海洋经济三次产业进行横向对比分析、对河北省海洋经济主要产业部门进行纵向对比分析，并结合河北省海洋经济现实发展情况得出初步结论，即总结出河北省海洋经济的支柱产业及主导产业选择；3、提出河北省海洋经济的发展对策及政策建议。
通过上述分析，本文总结出了河北省海洋经济的发展水平和产业结构状况，得出了河北省海洋经济的最优产业结构，选择了河北省海洋经济今后应该重点发展的支柱产业及若干主导产业，最后提出了河北省海洋经济的发展对策及政策建议。

Abstract
In 2012, the State Council issued a notice of national marine economic development,“Twelfth Five Year Plan”,it clearly put forward a lot of marine development strategies, such asguiding principles and the goal on the development of China's marine economy , marineindustry development direction and its layout, the development of distinctive regional marineeconomy, enhancing protection measures of marine resources and environment. The pace ofmarine development is accelerating rapidly worldwide, which will become one of the mainfeatures of the world situation. Hebei Province is located beside the Bohai Sea,and it hasdifferent types of marine resources,a relatively favorable condition for the development ofmarine economy. It is of great significance to develop the use of marine resources vigorouslyand to accelerate the development of marine economy in Hebei Province ,which will bringlots of benefits,such as fostering new economic growth points , enhancing the strength ofregional economy and achieving the strategic objectives of modernization for Hebei Province.
This article starts from the reality of marine economy development on Hebei Province,closely linked to the actual situation, using the Shift Share Method to analyse the marineindustry output of 11 coastal provinces in China and various departments within the marineindustry output in Hebei Province. Measures are proposed on the basis of theoreticalresearch,which are helpful to solve practical problems . The main research ideas and contentsare as follows :
1.A brief description on the state of the marine economy development and marinescience and technology development in Hebei Province.
2.Making a horizontal comparative analysis of 11 coastal provinces' marine industryoutput, and a longitudinal comparative analysis of the Hebei Province's marine industryoutput by using the Shift Share Method. Combined with the reality of the development ofHebei marine economy, preliminary conclusions are drawn.That is,which industries should bepositioned as pillar industries or leading industries.
3.Proposing the development measures and possible policy recommendations for Hebei marine economy.
Through the above analysis, this paper summarizes the state of marine economydevelopment and industrial structural condition in Hebei Province, obtaining the optimalindustrial structure of marine economy, selecting the pillar industries and certain leadingindustries which should be focused on in the future. Finally, the development measures andpossible policy recommendations are proposed for Hebei marine economy.
