摘要
近年来，随着我国经济社会的飞速发展，信息与交通越来越通畅，城镇化进程的加快，加速了城市的扩张。我国千万个家庭生活的改进都是在城市化的进程中进行的，城市化给万千个普通的中国人带来了前所未有的物质基础的积累。改善了人们的生活、改善了人们的生活水平、给更多的人提供了自由。但是，不可否认的是，城市化的发展同时给我国带来了前所未有的挑战。近些年来，学术界对于城市化带来的问题比比皆是，同时我们也能感同身受。城市化的过程直接带来的问题就是大量的农村人口流入了城市中。大量的人口流入给城市带来了一系列的问题。城市治安问题、城市就业问题、城市环境问题、城市生态问题、城市容量问题、城市生存空间问题等。
除此之外，对于农村来说，作为大量人口流出地来说，农村大量青壮劳动力进入城市，改变了农村的家庭结构与生活方式，给农村也带来了大量的问题。农村有效劳动力的减少，直接造成了土地的荒芜；农村的留守老人与空巢老人增多，不利于农村养老问题的解决；农村的留守儿童增多，不利于儿童的生长和发展；农村治安问题同样严重；农村邻里关系的代际传递也受到了破坏，造成了邻里之间关系的维持与发展出现了问题。
通过对现有文献的查阅，笔者发现对城市化过程中城市发展的相关问题的研究比较多，资料相对丰富。然而，对于农村这个我国社会的薄弱区域，所作的研究较少，文献资料不够丰富。基于此，本论文在奉贤经济正由蓄势待发到快速崛起的背景下，特别是南桥新城的全面开发建设和农村城镇化进程的不断加快。以奉贤区为分析案例，探讨在城市化的过程中，我国农村社会发生的改变。并以农村邻里关系为研究中心，探讨传统邻里关系在农村中所起的作用，以及邻里关系在当今城市化的进程中发生的改变。并探讨如何重构和谐的农村邻里关系。借此来深入分析与探讨农村邻里互助在我国农村开展的可行性。最终，以期能够形成改善我国农村邻里关系的对策；探讨出适合我国农村邻里互助的发展模式。
总之，本论文期望针对社会管理任务日益繁重的实际及农村地区日趋复杂的社会稳定形势，着力于总结相关研究成果，以奉贤区创建宅基安全互助网作为具体研究对象，深入分析了当前农村社会治安中存在的主要问题及其成因，为强化农村社会治安管理，促进农村安全和邻里守望互助，提出一些建议和对策。

Abstract
In recent years, with the rapid development of China's economic and social,getting information and traffic unobstructed, the speeding up of urbanization,accelerate the expansion of the city. Thousands of family life in our country areimproved in the process of urbanization, urbanization has brought millions of ordinaryChinese unprecedented material accumulation. Improve people's lives, improvepeople's living standards, provide more people with freedom. There is no denying that,however, the development of the urbanization at the same time brought unprecedentedchallenges to our country. In recent years, the academia for urbanization problemsabound, and we also can empathy. The snag is that the process of urbanization directlya large number of rural population into the city. A large number of population inflowshave brought a series of problems. City public security problem, the city employmentproblem, the urban environment, urban ecological problems, the urban capacityproblems, urban living space, etc.
In addition, for rural water as a large number of population, a large number ofrural labor force into the city, changing the rural family structure and way of life, tothe countryside also brought lots of problems. Reduce the effective rural labor force,directly caused the land desolate; Rural left-behind elderly and empty-nestersincreased, unfavorable to the rural pension problem; Left-behind children in rural areas increased, is not conducive to childrens growth and development; The ruralpublic security problems as serious; Rural neighborhood of intergenerationaltransmission has been damage, caused the neighborhood relationship maintenance anddevelopment.
Through the existing literature review, the author found that the cities in theprocess of urbanization is more, the researches of relative abundance data. However,for the rural social weak area in our country, the study is less, the literature are richenough. Based on this, this thesis in fengxian economy is poised to under thebackground of rapid rise, especially the occurrence of the new city's comprehensivedevelopment and construction and accelerating rural urbanization process. In caseanalysis of the district, in the process of urbanization, the rural social changes inChina. And research center for rural neighborhood relationship, this paper discussesthe role of traditional neighborhood relations in rural, and neighborhood in changes inthe process of the urbanization. And discusses how to reconstruct harmonious ruralneighborhood relations. Rural communities to in-depth analysis and discussion on thefeasibility of the rural areas in China. In the end, the countermeasures to improve inorder to form our country rural neighborhood; To explore the development modesuitable to China's rural communities.
All in all, this thesis expect based on the practical and social management tasks,increasingly heavy increasingly complex social stability to rural areas, focusing onsummarizing the results of research in the district to create homestead mutual securitynetwork as the specific research object, analyzes the main problems existing in currentrural social security and its causes, to strengthen the rural social security management,promote rural mutual security and neighborhood watch, put forward someSuggestions and countermeasures.
