建筑企业经济贡献在国民经济中占有重要地位，是国民经济的重要组成和支柱，随着科学技术的不断进步、互联网技术管理的普及，建筑企业为社会发展做出杰出卓越贡献，但许多建筑企业的传统管理模式已无法适应社会发展需要，逐步改变了以往的管理体制，由传统的“金字塔”分级式管理模式向新型的“扁平化”幅度式结构管理模式过渡，对以动态变化的项目实施、管理、运营为主营业务块板的建筑施工企业，为了适应不断完善充分成熟的市场化竞争机制和企业不断提升发展的需要，“扁平化”幅度管理的简单、敏捷、卓越性更适应市场化运作和经营的需要，从而显得反应快捷、管理科学、成效卓越，突显现代化企业管理理念和管理水平。
本篇论文分析了建筑企业管理发展的国内外现状以及影响其收益所面临的问题，通过分析这些问题及其解决方法提出了扁平化管理的方案设计，论文中对扁平化管理带来的规模经济效应、扁平化管理的企业信息化建设及企业文化变革的突出管理效应的关系及形成过程进行了分析，最后对建筑企业扁平化幅度管理进行了总结并对采取扁平化幅度管理模式效应进行展望。

ABSTRACTThe construction business，which is the most important part andmainstay industry of the national economy ， makes a significantcontribution to the social development, is changing the management system,from traditional vertical hierarchy to a more modern method of horizontalorganization because most of the traditional systems of constructioninstitutions can not adapt to the necessary. This process is being introducedgradually due to the constant development of science technologies and thepopularization of information management. Project management andperformance is an essential element in the construction business.
Horizontal organization is simple, quick reaction, excellent which is canadapt to the competitiveness of the market and the necessarily of thecompany’s development, horizontal organization which is a modernmanagement system can fit the necessary market requirements to run acompetitive operation, which also has the benefits of technologicalinnovation and management efficiency.
This paper starts with a research account of the construction businessand its circumstantial development in China including an outward look intoaffairs abroad. A look into facing problems in order to enhanceperformance and profit.The paper is designed to map out and dissecthorizontal organization as to put it into focus through analysis, the issuesand solutions are analyzed and accounted into running the company. Thenthis paper analyzes the connections between horizontal organization andscale economics, information construction, and enterprise culture as well ashow these things are formed. The last part of this passage is the conclusionof horizontal organization and how it will develop and work and itsincorporations into corporations in the future.
