摘 要
人们如何形成对一个国家的形象认知，主要通过对这个国家信息的了解和掌握，继而形成自己的判断和认知。新闻发言人制度对这种信息的流动起着非常重要的作用，即信息疏导或信息抑制。这种制度对信息的把关与控制直接影响着拟态国家形象的形成。
新闻发言人制度起源于美国，发展于美国，现已成为世界普遍采用的信息发布制度。
在新闻发言人制度的运用中，美国政府实行的是信息疏导，这令其政府在面对危机关头，可以有效化解矛盾度过危机，为政府赢得良好的声誉。一些国家实行的是信息抑制，事实上，这种方式曾多次令政府在对内、对外的信息发布活动陷入被动，但是历史仿佛还在重演。
1949 年，新中国成立后，中国共产党带领中国人民以一种崭新的姿态走进国际视野，塑造着全新的国家形象。回顾既往，新中国成立 65 年来，中国在国际上的形象并未如其经济发展一般获得同样的认可，甚至一些国家对综合实力提高后的中国反倒增加了更大的恐惧。这与中国既往对于新闻发布制度、信息公开制度、媒体运用能力的重视与运用不够有着直接的关系和必然的联系。盱衡未来，塑造和提高中国的国家形象是当前极具现实意义的命题，它不仅有利于提高中国在世界强林中的软实力，更能给国家带来无比丰厚的、有形和无形的政治资源和政治力量。
基于此，本文通过对美国新闻发言人制度的运作以及作用进行研究，借助新闻传播学理论，提出“拟态国家形象”这一概念，并试论新闻发言人制度对拟态国家形象塑造的路径。

Abstract
People on the formation of a national image cognition, mainly depend on a countryinformation judgment and cognition. The news spokesman system plays a very important rolein the process of delivering information.
The news spokesman system originated in the American, developed in the USA, hasbecame widely used in the world of information release system. In the use of the spokesmansystem, American government implements information counseling policy,beautify thegovernment behavior with information. At the critical moment, this way often dissolve thecontradiction effectively, help the government to tide over the crisis, and win the goodreputation. Some governments implements information control policy. In the internal andexternal press conference activities, it many times brought the government into a passiveembarrassment, but history is repeating itself.
After 1949,under the leadership of the Communist Party, China with a new attitude intothe international field of vision, to shape a new image of the country. In retrospect, the newChinese was founded 65 years, in the international image of Chinese not as economicdevelopment generally receive the same recognition, even some countries to improve thecomprehensive strength after China actually increased greater fear. Looking at the future,shaping and improving China national image is the current realistic proposition, it is not onlybeneficial to improve China soft power in the world in the challenge, more bringsincomparably rich, tangible and intangible political resources and political power.
In this paper, the author research USA news spokesman system and function, depend onJournalism and communication theory, put forward the concept of “pseudo image of thecountry” for the first time, and tries to expound and prove the news spokesman system forpath mimicry of shaping the national image.
