摘 要
在我国经济发展和改革的进程中，“三农”问题被党和政府提高到新的高度，如何解决好“三农”问题成为建设社会主义新农村和我国现代化建设进程中的一项重大课题。而农村基础设施对于农村经济的发展、农民生活水平的提高和农业生产能力的提高有着重要的影响，近年来我国虽然加大了对农村基础设施建设的财政资金投入力度，农村的生产生活条件得到显着改善，但仍不能满足农村发展建设的资金需求，农村基础设施投融资不足成为制约我国农村经济发展的瓶颈问题，加强投融资成为农村基础设施发展的重要突破口。河南省是个农业大省，但是由于政府债务较重其自身财力比较薄弱，投融资模式匮乏，使得农村基础设施建设滞后，严重影响了农业和农村的健康发展和农民自身财富的增加。因此，完善投融资模式，加快农村基础设施的建设步伐，已成为河南省农村建设的关键所在。
文章在研究文献的基础上，利用计量经济学模型和案例分析法从河南省农村基础设施投融资现状、农村基础设施投资效益、农村基础设施融资模式三个角度分析得出：（1）河南省农村基础设施投入不足；（2）河南省农村基础设施对农村经济的产出弹性系数为0.5584,贡献度较高，且不同类型的农村基础设施对农村经济增长的贡献度不同，在有限的财政资金支持下应该有层次的选择投资方向；（3）城市基础设施建设融资模式比较常见，而农村基础设施建设仍旧是传统意义上的财政资金支持，不过河南省政府正积极探索合适的融资模式。在此基础上，更深入系统的分析河南省农村基础设施投融资问题及成因，并提出有关对策建议，对河南省农村基础设施建设投融资提供一定的理论基础和借鉴意义。

Abstract
In the process of China's economic development and reform, Issues concerning agriculture,countryside and farmers have been raised to unprecedented levels; to solve the issue has becomea major historic task of the socialist countryside construction and modernization. The ruralinfrastructure has a very important influence on improving of rural economic development,farmers' living standards and agricultural production capacity. In recent years, even thoughChina has increased investment in rural infrastructure construction, production and livingconditions in rural areas has been significantly improved, still cannot meet the financial needs ofthe construction of rural development, lack of investment and financing in rural infrastructurehas become a constraint to the development of China's rural economic, so strengthen investmentand financing has become an important breakthrough in the development of rural infrastructure.
Henan Province is a major agricultural province, because the relatively weak financial resourcesand the single investment and financing channels make the rural infrastructure lag, whichseriously affect the healthy development of agriculture and rural areas. Therefore, broaden theinvestment and financing channels and accelerate the pace of infrastructure construction in ruralareas have become the key to build the new countryside in Henan Province.
Based on the research literature ,using the econometric model and case analysis, From theanalysis on the rural infrastructure Investment and Financing in Henan Province, benefits frominfrastructure investment for rural areas, rural infrastructure financing models, we can drawthe following conclusions :（1） lack of investment in rural infrastructure in Henan Province;（2）output elasticity of the rural economy as 0.5584 from rural infrastructure in Henan Province,moreover, different types of rural infrastructure has different contribution to the growth of ruraleconomy, we should have the choice of level of investment direction in limited financialresources;（3） What's More common is the urban infrastructure financing models, however, themodel to rural infrastructure financing is rare, it's still the financial capital in the traditionalsense to support rural infrastructure, the government is actively exploring appropriate financingmodel. Based on this, more in-depth analysis of the causes to the rural infrastructure investmentand financing issues and make relevant suggestions, we can provide a theoretical basis andreference to the rural infrastructure investment and financing in Henan Province.
