乡村旅游是近年来旅游发展的一大亮点。它以农业产业为支撑，乡村环境及其典型的生态旅游资源为吸引物的一种以生态旅游为理念的乡村旅游活动。当今时代，在全球化、信息化、网络化、生态化的大背景下，乡村旅游规划的合理制定越来越突显出其重要性。目前，乡村旅游规划已经成为地方政府和学术界共同关注的热点，然而规划水平有待提高、规划无资质使得部分乡村旅游的总体规划，出现盲目发展等的不合理现象，区域乡村旅游规划的研究较为薄弱，往往存在理论不全面，规划体系不够完整等问题，从而使乡村旅游规划缺乏可操作性。温州市洞头县鹿西乡乡村旅游资源丰富，地理位置优越，具有典型的代表性。但鹿西乡目前的乡村旅游开发规划仍处于起步阶段，乡村旅游资源没有得到充分的幵发利用，主要原因就是缺乏一套科学的、系统的、行之有效的发展规划对其指导。
本文以浙江省温州市鹿西乡为例，积极响应国家十八大“美丽乡村”的建设方针，对鹿西乡发展乡村旅游经济进行研究。主要研究内容与结论如下：首先介绍了论文的研究背景及研究意义，简要概述了目前国内外对乡村旅游及其规划问题的研究状况，总结了现阶段我国乡村旅游规划中存在的问题并提出论文的研究思路。其次，对鹿西乡乡村旅游发展背景进行分析，详细的阐述了鹿西乡发展背景，对鹿西乡乡村旅游的发展现状进行SWOT分析。对鹿西乡乡村旅游提出发展战略，并对其目标做出概括。主要结论为，鹿西乡旅游资源得天独厚，为鹿西乡发展农村旅游提供了外部依据，随着国家对农村的扶持性政策也大力度的推进了鹿西乡发展乡村旅游的优势。论述其可供幵发游资源不可替代性。发掘其旅游产业的自然资源与人文资源优势，主要人文资源、渔业等。提出打造“海洋文化之岛”、“牧场垂钓之岛”、“生态养生之岛”、“旅游精品之岛”.结合鹿西乡“十二五”发展规划“一岛四片”
的产业布局和“一中心两组团”的城乡统筹发展格局，找准鹿西海岛生态特色游的定位，努力建设鹿西海洋旅游精品之岛。最后，就鹿西乡乡村旅游的生态建设支持与保障体系的建设的问题进行了阐述，为鹿西乡乡村旅游发展提供有力的支持。

Abstract
Rural tourism has been highlighted in tourism development in recent years. As antourism attraction of rural environment and eco-tourism, rural tourism has become anpopular activity based on agricultural. In today's world, in the context of globalization,information technology, networking and ecology, a reasonable plan of rural tourism isgetting its increasing importance. At present, the planning of rural tourism has become acommon hot spot to the local government and the academic field. However, someproblems still exist in this regard, for example, the standard of planning needs to beimproved, planning without qualification makes rural tourism out of plan,and theresearches of regional rural tourism are comparatively basic that the planning system isnot that fair. All of these put the planning of rural tourism out of control. Luxi,DongtouCountry, WenZhou is endowed with abundant tourism resources and favorablegeographic location, which serves as a typical representative to develop rural tourism.
The planning of rural tourism development in Luxi is still at its initial stage and thetourism resources here have not been fiilly developed, which lies in that it lacks ascientific and effective planning system.
This paper, taking Luxi Country, Wenzhou, Zhejiang as an example, respondspositively to the guidance of “ Beautiful Country” proposed in the 18th National People'sCongress. And, it makes a detailed study of the tourism development in Luxi country.
The main context and conclusion of the study are seen as follows. First, the authorintroduces the background and significance of this study. The author gives a briefintroduction of the study of the planning of the rural tourism development both at homeand abroad and makes a summary of the problems that exist in the planning of ruraltourism in our country. Moreover, the author makes an analysis of the tourismbackground of Luxi Country. With the assessment of both its internal and externalenvironment to develop tourism, the author makes a SWOT analysis of the presentcondition of Luxi Country and further makes researches in terms of the tourism market.
Third, the author carries out development strategies and goals for Luxi Country. Toconclude, Luxi Country boasts favorable conditions to develop tourism and it gainsadvantages from the policies by the central government. At present, Luxi has richtourism resources and natural wonders. We should keep the concept of taking ecology,protection and developing the whole island as top priority and highlight its naturalwonders as the most attraction spot. Based on the twelfth year plan in Luxi Countiy aswell as its local development plan, it is high time for Luxi to grasp possible opportunitiesand make full use of the favorable policies to develop its tourism. Finally, the authorgives an introduction of the ecology construction and security system of Luxi Country,providing powerful support for Luxi to develop its rural tourism.
