摘 要
农业是立国之本，农业问题、农村问题、农民问题是中国生存和发展的根本问题。中国作为一个农业大国，近十几年来农业一直处于高速发展期，农业发展进入了由数量型向质量效益型转轨的阶段，连年的高基数增长，是建立在高能耗、高污染基础上的，粮食增产、农民增收、农业增效的难度进一步加大。如何寻找到一条适合中国农业发展的正确道路成为我们不得不面对的问题。综合国外农业发展经验和我国近年来的农业实践，可以说在中国要想进一步推进农业发展，在依靠政策的同时，必须加快农业科学技术推广，带动农业发展方式的转变，使农业向集约化、规模化方向发展。本文以高光效休耕轮作技术在辽源地区的推广为切入点，通过对辽源地区高光效休耕轮作技术推广问题的研究，在总结目前该技术在辽源市推广现状的基础上，针对目前辽源农业推广中存在的问题，提出合理化的建议；通过对辽源地区这一样本的研究，进一步探讨农业技术推广的社会价值、经济价值和生态价值，期望对促进辽源市及我国农业技术推广提供理论与实践借鉴。

Abstract
Agriculture is the founding, the issue of agriculture, countryside and farmers isthe basic issue of the survival and development in China. China as an agriculturalcountry, agriculture has been at the high speed development in last decade,agricultural development has entered a from quantitative to quality-benefit typetransition stage, the base of several years of high growth, is based on high energyconsumption, high pollution, food production, increasing farmers' income, thedifficulty of agricultural efficiency further. How to find a suitable for the correct roadto the development of Chinese agriculture become a problem we have to face.
Comprehensive agricultural development experience abroad and our country in recentyears, agricultural practices, can say to further promote the development ofagriculture in China, depending on the policy at the same time, the need to acceleratethe agricultural science and technology promotion, change the way of driving thedevelopment of agriculture, make agriculture to save, scale development direction. Inthis paper, by the high photosynthetic efficiency fallow crop rotation technology inpromoting the long-withering area as the breakthrough point, through thelong-withering area high photosynthetic efficiency research of fallow crop rotationtechnology popularization, find out the hindering factors restricting agriculturaltechnology popularization, and is advantageous to the common elements ofagricultural technology popularization; In view of the present long-witheringproblems of agricultural extension, put forward rational Suggestions; By means of thelong-withering area is not typical sample research, further explore the social value ofagricultural technology popularization, economic value and ecological value; Throughthe detailed study of the powerful data of agricultural technology popularization valueand good vision.
