摘 要
我国农村集体经济是社会主义公有制经济的重要组成部分，是新农村建设的物质基础和保障力量，体现了共同富裕的社会主义本质原则，其发展直接影响着农村生活水平的提高和城乡一体化发展进程。农村经济能否得到很好的发展，农村的各项工作展开能否顺利进行，都离不开集体经济的发展和壮大。不管是从我国农村经济体制的巩固和发展，还是从全面建成小康社会、实现共同富裕来看，农村集体经济发展壮大都是非常必要的。
发展壮大农村集体经济是贯彻落实党的十八大和十八届三中全会精神的具体体现，是破解“三农”问题，加强基层组织建设、维护农村社会稳定的重要条件，是扎实推进新农村建设和实现共同富裕的基本途径和有效手段。新中国成立以来，中国共产党把实现全体人民共同富裕作为奋斗目标，经过改革开放的几十年实践，我国国民经济发展已经出现了快速增长，人民的生活水平也不断提高。然而，农村集体经营层次的经济实力和服务能力弱的问题却比较突出。针对农村集体经济的发展以及它在农业现代化实现过程中的重要地位，党的十七大提出要“积极探索农村集体经济的有效实现形式”、“走中国特色农业现代化道路”,党的十七届三中全会决定又强调“发展集体经济、增强集体组织服务功能”,党的十八大报告和十八届三中全会再次强调“壮大集体经济实力”、“发展壮大集体经济”.
本文以宏观经济学、农业经济学、农村发展战略、制度经济学等有关理论为指导，基于共同富裕的实现视角出发，紧紧围绕农村集体经济发展和壮大展开论述。在阐述农村集体经济内涵、主要功能基础上，从推动生产力发展、加速社会主义建设、促进市场经济的发展、增加劳动力就业四方面，论证了发展壮大农村集体经济是实现共同富裕的必由之路，最后针对农村集体经济发展现实状况，提出了发展壮大农村经济实现共同富裕的对策建议。

Abstract
Since the establishment of the new China, the emergence and development ofrural collective economy has very important significance on the transformation ofsocialist rural areas in china. The rapid development of China's economy alsocannot do without the development of rural economy and expand, also ensure theimplementation of the system in our country, many facts have proved, thedevelopment of rural economy and growth is our country constru ctionrequirements Chinese socialist essence, but also to promote the whole societycomprehensive coordinated development and realize the objective demand ofcommon prosperity.
The development of rural collective economy is the concrete embodiment ofimplementing the spirit of the Third Plenary Session of the eighteen, is to breakthe “three rural” problems, strengthen the building of grassroots organizations, animportant condition for maintaining social stability in rural areas, is the basic wayand an effective method to reduce the burden on farmers, tosolve the money work, and promote the construction of new countryside. Infact, the development of rural economy and the growth of China's construction isnot only the essential requirement of socialism with Chinese characteristics,butalso to romote the comprehensive and coordinated development and realize thecommon prosperity of the objective demand of the whole society.
Based on the theory of micro and macro economics, agriculturaleconomics, rural development strategy, institutional economics, gametheory, human capital theory , this paper focuses on the development of ruralcollective economy and achieving common prosperity . Firstly, explain themeaning and main function of the rural collective economic development.Secondly,from the perspective of promoting the development of productive forces, theacceleration of socialist construction, and promoting the development of marketeconomy ,to increase employment expounds to analysis the importanceof developing the rural collective economy.Finally analyzes the reality of the ruralcollective economic development and common prosperity, and the way tothe growth of the common prosperity of the rural economy .
